The Opportunity A Fortune 500 telecommunications company seeks a Network Permitting Specialist on a long-term, temporary basis for at least twelve months, possibly longer at one of these locations: Houston, TX; Canonsburg, PA or Downers Grove, IL.
The schedule is hybrid: Monday and Friday are WFH days; Tuesday through Thursday are in office.
The hourly rate is from $40-$45, plus benefits.
Primary Duties The Network Permitting Specialist is responsible for preparing and submitting entitlement applications, permits, and agreements to support the installation of telecom infrastructure (e.g., fiber, poles, nodes) and acts as a liaison with local governments to ensure compliance with municipal processes, codes, and ordinances.
In-depth knowledge of Section 6409 and Eligible Facility Requests (EFR) is mandatory.
Additional duties include the following: Prepare, submit, and track zoning and permit applications; address municipal requests for information.
Interpret redlines and negotiate with jurisdictions to distinguish between mandatory requirements and preferences.
Collaborate with internal A&E and design teams to ensure construction documents align with municipal requirements.
Act as zoning/permitting lead in meetings; deliver updates and ensure compliance with internal tracking systems.
Draft and deliver Section 6409 "shot clock" letters in accordance with FCC guidelines.
Attend local government meetings and represent the company to secure project approvals.
Provide payment and documentation for permitting fees; maintain accurate cost allocations.
Liaise between Legal and municipalities on complex permitting or zoning matters.
Maintain strong relationships with municipal staff, elected officials, and neighborhood representatives.
Requirements Bachelor’s degree in Business, Urban Planning, or related field (or equivalent experience). Experience in the wireless industry or municipal planning/zoning office preferred.
Familiarity with telecommunications infrastructure and tower permitting is a plus.
2+ years of direct experience in permitting/zoning, preferably in telecommunications or local government planning.
Strong understanding of local zoning and permitting processes.
In-depth knowledge of Section 6409 and Eligible Facility Requests (EFR)—mandatory.
Ability to read, interpret, and explain construction plans and technical documentation.
Highly organized, with proven ability to manage multiple competing priorities.
Excellent verbal and written communication skills.
Experience coordinating with internal teams, external vendors, and municipalities.
Detail-oriented, collaborative, and solutions-focused.
