A potential cost-of-living-adjustment (COLA) of 3.1% is anticipated effective July 1, 2025/

Under the direction of the Public Works Director, develops, implements, coordinates, and monitors environmental programs in assigned areas of emphasis in solid waste, storm water quality, sustainable and renewable energy, and other environmental areas. Performs a variety of research, program design and management, analysis, and regulatory permitting duties.

Incumbents function independently when performing day to day program administration and are given latitude for decision making and in recommending policy and solutions to problems. This position requires specialized knowledge and abilities in the designated program areas as well as providing oversight to contractors.

ESSENTIAL FUNCTIONS AND BASIC DUTIES

Duties may include, but are not limited to, the following:

Plans, coordinates, implements, and participates in assigned environmental program areas including solid waste, storm water quality, sustainable and renewable energy, and other environmental areas to ensure compliance with federal, state, and local mandates, and in accordance with pertinent guidelines, regulations and ordinances.

Coordinates, monitors, and manages the work of staff, contractors, consultants, and volunteers in the implementation and maintenance of assigned program and project areas.

Manages, monitors, and coordinates the City’s Solid Waste Program, including administering the franchise agreement for solid waste collection (refuse, recyclable, and organic materials collection). Ensures compliance with solid waste regulations, including Title 14 and Title 27 of the California Code of Regulations, for the residential and commercial recycling and waste diversion programs.

Works closely with solid waste haulers, community organizations, and staff in developing and implementing a variety of waste reduction programs to accomplish the City’s mandated and desired goals and objectives.

Administers hazardous waste and recycling program agreements.

Manages, monitors, and coordinates various public education and outreach programs associated with the City’s solid waste and storm water quality programs.

Manages, monitors, and coordinates audits and reviews to evaluate and measure the effectiveness of existing programs and determines the need for new programs.

Manages, monitors, and coordinates the implementation of the City’s Watershed Management Program to reduce non-storm water discharges within the city limits per the Phase II Municipally Separate Storm Sewar System (MS4) permit requirements.

Administers storm water inspection program in compliance with federal, state, and local regulations.

Manages, monitors, and coordinates implementation of the Resource Conservation Program, including implementation of the City’s Strategic Energy Plan, electric vehicle infrastructure, and participation in regional program development and implementation related to grid electrification and greenhouse gas emission reduction.

Serves as the City liaison, actively interacting with regional bodies, such as the Local Task Force for Solid Waste, Santa Barbara County MS4 Managers, Central Coast Regional Water Quality Control Board, Integrated Regional Water Management group, Local Government for Sustainable Energy Coalition, Clean Cities Coalition and Central Coast Community Energy.

Coordinates, oversees, and participates in the design and development of various public education, advertising, and other presentations regarding assigned environmental programs.

Participates in the City’s development review process.

Develops and administers program budgets; assists in the preparation of the overall department budget; monitors revenues and expenditures and prepares periodic reports and updates.

Prepares complex memoranda, letters, staff reports, and administrative guidelines pertaining to assigned projects; maintains records of projects, activities and materials; prepares and presents staff reports at City Council meetings as needed.

Develops and prepares requests for proposal to procure necessary services according to the City’s purchasing rules; evaluates proposals and participates in the selection process; performs contract administration; and evaluates contractor’s performance according to contractual agreement.

Acts as a primary liaison between assigned environmental programs and local resident, interested parties, and the general public regarding inquiries and concerns.

Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Education:

Bachelor degree from an accredited college or university with major course work in natural sciences (such as physics, chemistry, or biology), environmental sciences (such as geography, zoology, physics, ecology, oceanography, or oceanology), or similar fieldsExperience:

Four (4) years (full-time equivalent) of professional level experience working in environmental programs in areas of solid waste, storm water quality, sustainable and renewable energy, or other environmental areas. Experience with a government agency is preferred.

One (1) year (full-time equivalent) experience in a supervisory role or lead capacity overseeing environmental programs.License(s)/Certifications:

Possession of, or the ability to obtain, a valid Class C California driver’s license prior to appointment

Principles of solid waste including waste reduction, handling, processing, recycling, composting, and disposal.

State and federal laws pertaining to solid waste and storm water quality.

Regulations of the California Department of Resources Recycling and Recovery (CalRecycle) and the State Water Resources Control Board (SWRCB) including the Regional Water Quality Control Board (RWQCB).

Current environmental best management practices and compliance techniques/technologies.

Principles and practices of municipal government administration, operations, and management.

Methods and techniques of research and report presentation.

Basic understanding of contract administration and evaluation.

Principles and practices of governmental budgeting.

Modern office practices and methods; computer and other related equipment and applicable software.

Standard English usage and grammar.

Safe driving principles and practices.Skill/Ability to:

Gather, analyze, and interpret technical and numerical information.

Develop policies and procedures for areas of assignment.

Research, analyze, and recommend solutions to administrative and other management problems.

Analyze budgets, reports, and various service proposals.
