The City of Raleigh is seeking a Technology Analyst to support and enhance our technology administration and data analytics programs within our Planning and Development Department (PlanDev). This role will partner with PlanDev staff to plan and execute solutions for data maintenance and reporting, as well as assist with software and hardware systems for a variety of business processes throughout the department.
Some of the current focuses for this position include helping the department better implement its use of SharePoint as a document management and internal communications solution, expanding our use of PowerBI for metrics and reporting needs, as well as helping refine and implement department initiatives outlined in our Technology Plan and departmental Business Plan. Generally, it is expected that this position will provide support to a variety of needs within the department, either directly, or through helping coordinate appropriate support from IT and/or third-party vendors.
The Technology Analyst will need to develop and maintain key working relationships and interactions with internal department staff, other City departments, and others outside the department on a regular basis. The bulk of the work associated with the role will require an understanding of the PlanDev vision of developing a strong analytics program, supporting software and hardware to execute the work, and the ability to act as a liaison to communicate PlanDev needs and solutions. Additionally, there will be opportunities in which communication with key stakeholders about progress in these areas will also be necessary, as well as gathering feedback toward successful solutions.
About You:
This position requires a candidate who can leverage a variety of technology platforms to support the department by delivering creative solutions primarily geared towards creating efficiencies. This may include any of the suite of Office 365 products, up to and including Power BI and the Microsoft Power Platform, Adobe Creative Suite, and Esri ArcGIS products. A working knowledge of typical SaaS products used by large organizations will be beneficial. For example, the City uses Tyler Enterprise Permitting & Licensing Software, agenda management tools (such as BoardDocs & eScribe), PeopleSoft, ServiceNow, and others. Similarly, some knowledge of a variety of hardware capabilities will be necessary for helping internal customers assess needs as the department upgrades or changes equipment. This may include things such as helping assess feasibility of tablets for field staff, upgrading equipment in conference rooms, or providing technology support for public meeting needs. Most critically, an aptitude for learning new technologies quickly is vital.

The Technology Team is part of PlanDev’s Business & Strategy Management Division and serves a key role in the success of PlanDev’s mission to provide timely, predictable, and customer-oriented services in the areas of policy development, compliance, long-term planning, design services, and real estate. We provide a direct support role to the five business divisions within PlanDev, including Building Safety, Comprehensive & Long Range Planning, Continuous Improvement & Customer Service, Urban Projects, and Zoning & Land Development. We help ensure the 200 member staff of the department is well-equipped and served by the hardware, software, and data needs they require to fulfill PlanDev’s vision of partnering with the community to plan for and develop a safe and sustainable built environment supporting a healthy and prosperous Raleigh.
Duties and Responsibilities
Data Analytics: creates and maintains Power BI reports, SQL queries, and Esri ArcGIS products; extracts and processes structured data; transforms and analyzes user-generated programmatic data.
Microsoft 365 Development: designs systems for information/document management, automations, web pages, etc.
Project Support: serves as specialist team member for long-term planning projects; researches technologies for current and future projects; identifies and implements technical solutions and productivity enhancements.
Departmental User Administration: maintains departmental organizational tools such as security permissions, SharePoint and Teams memberships, etc.
Troubleshooting: helps users with hardware and software failures; performs troubleshooting and root cause analysis; works internally and/or with vendors to identify and resolve issues and maintain system functionality; services shared technology such as conference rooms, projectors, multi-function devices/printers/plotters.
Consultation: assesses requests for new software and hardware; provides advice and guidance about initiatives proposed by other units; acts as liaison with city IT department.
Typical Qualifications
Education and Experience:
Bachelor's degree in computer science or directly related field and two years of experience related to assignment
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Preferred Qualifications:
Microsoft Certified: Power BI Data Analyst Associate
Bachelor's degree in information technology, business administration, public administration or related field. Master’s degree preferred
Two to five years’ experience in information technology, project management, and implementation or planning

Light Work:
Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work, and the worker sits most of the time, the job is rated for Light work.
Working Conditions:
Work is routinely performed in an indoor, office environment.
