Job Summary
The City of Bellevue Transportation Department is seeking a Senior Traffic Signal Operations Engineer who is self-motivated and team-oriented to join our Smart Mobility Group. The Smart Mobility group is responsible for the operations of Bellevue’s traffic signal system and Intelligent Transportation Systems (ITS). You will have the opportunity to collaborate alongside a forward-thinking team that utilizes the latest technologies and innovations to manage the transportation network and advance transportation technology initiatives in Bellevue.
The Smart Mobility Group is responsible for planning and implementing technologies to support the safe and efficient operations of goods and people on city streets. A key element of this position is to support the operations of the city’s state-of-the-art adaptive signal control system (SCATS), which is deployed at over 200 signalized intersections. You will lead initiatives for improving the safety and mobility of the city's arterial street system by implementing ITS programs or other improvements to traffic signal operations. Additionally, this group is responsible for planning, implementing, and operating emerging technologies that are identified on the City’s Smart Mobility Plan. The Senior Transportation Engineer should have a strong understanding of traffic signal operations and will apply sound engineering principles, standards, best practices, and experience in managing the rapidly growing transportation system in Bellevue.
Essential Duties and Responsibilities
Designs, prepares, implements, and optimizes traffic signal system timing plans and coordination plans in accordance with industry standards, guidelines and best practices.
Coordinates re-timing and synchronization activities to balance of the needs of all transportation modes.
Reviews and approves traffic signal design plans for in-house, design consultant plans, and developer projects referred by Development Services.
Assists in the development of the Capital Improvement Project (CIP) plan for traffic signals and related projects.
Provides high level and responsive customer service on sensitive traffic issues and neighborhood concerns.
Conducts traffic studies and evaluates traffic data to determine if modifications to traffic signal operations are warranted.
Performs analysis using simulation tools such as Synchro, SimTraffic, and VISSIM to forecast and determine operational outcomes.
Coordinates with traffic signal field maintenance staff to resolve technical issues related to signal operations, ensure ITS device functionality, and implement new devices.
Supervision Received and Exercised
The Senior Traffic Signal Operations Engineer will work under the general supervision of the Smart Mobility Manager.
Qualifications
Excellent verbal, written and interpersonal communication skills.
Demonstrated skill in using the Manual on Uniform Traffic Control Devices (MUTCD), PROWAG, and other national guidance documents as it relates to traffic signal operations and design.
Demonstrated skill in implementing coordinated signal timing plans.
Demonstrated understanding of how adaptive signal control systems work and aptitude to learn the capabilities and functions in managing an adaptive signal control system. Knowledge of SCATS adaptive signal control is not required.
Demonstrated skills in using industry standard signal analysis tools such as Synchro, SimTraffic and VISSIM.
Ability to provide excellent customer service to internal and external customers and maintain productive working relationships. Ability to communicate technical information in a non-technical manner.
Knowledge of transportation engineering principles, practices, and methods as applicable to a municipal setting.
Knowledge of traffic engineering design and operations.
Ability to balance the safety and mobility needs between different modes and apply sound principles towards traffic operations strategies.
Ability to organize and participate in public meetings and communicate ideas effectively.
Ability to manage time on multiple projects, issues, and priorities effectively and simultaneously with attention to detail.
Ability to work effectively as a team member and to promote a positive work environment.
Ability to adapt to change and learn as new initiatives, methods, and procedures are implemented.
Ability to use sound judgment under stressful situations. Ability to problem solve and resolve conflicts with a wide variety of stakeholders, make decisions, and develop recommendations.
Knowledge of Microsoft Office software to prepare documents, presentations, and spreadsheets. Ability to use computer software to improve work processes, such as databases, spreadsheets, and project management tools.
Qualification, Experience, and Training Requirements:
Bachelor's or Master’s degree in civil engineering, transportation planning or related field with special emphasis on transportation.
Registration as a Professional Engineer in the State of Washington is required for this position. Registration as a PTOE is desirable.
Four or more years of specialized experience in working with traffic signal operations.
An equivalent combination of education and experience sufficient to provide the applicant with the knowledge, skills, and ability to successfully perform the essential functions of the job will be considered.
Must possess a valid Washington State Driver’s license by date of hire. Must have and maintain a good driving record.

This is a full-time, non-union, exempt position.Flexible/Hybrid Working: A hybrid work schedule is available for this position following an orientation period working in the office after hire. Remote work for this position is subject to the department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall.
