Description
The Director of Facility Services is responsible for managing the successful operation of physical facilities that include maintenance, custodial services, grounds maintenance, security/parking, fleet management, utility management and the planning, design, cost analysis, feasibility studies, and administration for all new construction and renovation or modification of existing infrastructure on the University of Montana Western campus. This position is expected to make decisions involving and encompassing the total resources of the campus maintenance component of Facility Services.
Examples of Duties and Responsibilities
Provide leadership, vision and strategic direction for all physical facilities and infrastructure needs of the University.
Direct the department to achieve the goals and objectives in an effective and efficient manner and ensure compliance with employment law, union contracts and State & University policies.
Director is expected to develop and sustain high quality operations, maintenance and aesthetics of campus facilities, infrastructure, grounds and vehicles and prepare the campus for all major events all with a strong emphasis on customer service and safety.
Provide technical expertise on all aspects of daily facility operations and maintenance, including compliance with governing policies, regulatory requirements, accreditation and other requirements.
Coordinate The University of Montana Western’s capital planning and construction and contract administration requirements with the Office of the Commissioner of Higher Education, State Architecture & Engineering, and other State of Montana agencies, as required.
Prepares and monitors departmental budgets and project schedules to ensure current and long-term goals and objectives are fully met within fiscal, time and other resource constraints.
Develop performance measures & standards by which to evaluate the effectiveness of all areas of supervision.
Consult with appropriate college personnel, external architects, engineers, contractors, and regulatory agencies, to organize and facilitate campus renovations and new construction projects.
Responsible for managing the campus maintenance portion of facilities, including cost analysis, carpentry, locksmith, plumbing, painting, electrical, fire alarms and general labor.
Establishing and implementing program guidelines, operating procedures, reporting systems and develops and implements programs and schedules for maintenance, energy and utility system operations, equipment replacement and support services.
This position is ultimately responsible for the overall management and direction of the facilities team which include maintenance engineers, groundskeepers, custodians, carpenters, painters, mailroom, parking enforcement and support staff. The area comprises approximately 17 employees represented by two different collective bargaining units.
Manage operational budgets of approximately $1.5 million for areas of responsibility to ensure compliance with applicable State and University requirements, efficient use of resources and continued program solvency, including administering associated fiscal policies, procedures management and developing and monitoring individual program budgets.
Responsible for project management of multiple projects from programming, design, construction through project close-out, commissioning and warranty period. Work includes civil, electrical, mechanical, building construction, environmental and hazardous materials remediation.
Provide constructability review, technical review and input, construction documents oversight and problem resolution with consultants, contractors, regulatory authorities and customers.
Manage and develop project budgets, scope and schedules in conjunction with appropriate parties. Maintain project records and budget control.
Review feasibility of construction schedules.
Provide management of Campus Master Plan, building condition assessments, forecasting building renewal and renovation funding needs, maintain construction document files including drawings, specifications, and O&M manuals, participate in Montana Long Range Building Program requirements.
Inspect job sites often to work with trades to identify and solve problems and ensure high production, quality workmanship and customer satisfaction.
Minimum Qualifications
Required Qualifications
Bachelor’s degree from an accredited school in architecture, engineering construction management or related field plus 5 years of full-time (or part-time equivalent) progressively responsible experience in maintenance or construction management, or an equivalent combination of relevant education and experience.
Record of progressively responsible operational management experience in a large, multi-building environment.
Demonstrated ability in team building and innovative problem-solving skills. Excellent performance management, coaching and leadership skills. Ability to recruit, develop and manage skilled and empowered staff to achieve expected results. Demonstrated success in resource management (budget) and personnel supervision.
Knowledge of federal, state and local building code requirements and health and safety regulations.
Working knowledge of construction, purchasing and contracting. Ability to communicate and work with engineers, architects and contractors. Knowledge of plant system operations, equipment, utilities, hazardous materials, environment safety programs and necessary training requirements. It is essential to have working knowledge of architectural plans and specifications and experience in construction management.
Ability to communicate effectively at all levels.
Ability to manage and supervise a multi-craft skilled operation.
Ability to analyze problems, trouble-shoot and identify alternative solutions.
Preferred Qualifications
Previous experience with a Montana State Agency or University
Demonstrated experience with maintenance engineering in an institutional setting such as mechanical, plumbing, electrical or architectural system diagnosis and repair/modification/small project design.
Professional Licensing as a Mechanical, Electrical, or Civil Engineer in the State of Montana or ability to acquire licensing within two years; or Professional Licensing as an Architect in the State of Montana or ability to acquire licensing within two years.
