Job Summary:

The Payroll and Benefits Analyst assists with all aspects of payroll processing and the benefits process for NTCC. The incumbent reports directly to the Human Resources Manager and independently or with broad supervision.

QUALIFICATIONS:

Bachelor’s degree in business or related field or Associate degree in business or related field with four years of applicable, related experience.

Two years of work experience in payroll and/or benefits.

Knowledge of state / Federal laws related to employment.

Two years of computer experience with human resources systems, Excel, Word, etc.

Ability to problem-solve, work complex spreadsheets, and multi-task.

RESPONSIBILITIES:

· Assist with the LCTCS centralized bi-weekly payroll process through the Banner system for the college, to include but not limited to, review payroll reports, correct payroll discrepancies, review leave sheets to electronic time sheets, compare payroll reports to prior reports, confirm the payroll ready for final process, maintain payroll documents, etc.

· Act as HR liaison for payroll process and communicate with LCTCS Centralized payroll, the NTCC Human Resources Manager, and campus HR Liaisons for successful completion of bi-weekly payroll.

· Assist with compilation of employee time sheets and review time sheets reports, leave sheets, overtime sheets for completeness and time calculation compliance to FLSA for payroll input.

· Verify information input into the system for all personnel items related to all employees.

· Reconciliation of bi-weekly payroll reports for TRSL and LASERS

· Assist employees with payroll and benefits issues/questions over the phone or by email.

· Communicate with departments regarding payroll schedules, contract due dates, cancelation memo, or other payroll reminders as needed.

· Distribute LCTCS Payroll Memos as requested by LCTCS

· Monitor TRSL account and reconcile as needed

· Assist with annual training and disclosure for state employees to include notification, tracking and reporting.

· Compile and type special or one-time reports, summaries, or replies to inquiries, select relevant information from a variety of sources such as reports, documents, correspondence, other offices, etc.

· Assist with all aspects of the benefits process including enrollment, changes, and entry into the system. Serves as FMLA coordinator for the college.

· Serve on college committees as assigned.

· Other duties as assigned by supervisor.

KNOWLEDGE is required to perform advanced math and accounting methods; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions.

ABILITY is efficiently operate a personal computer and associated software (Outlook, Word, Excel, etc.) and Banner. Communicate effectively and appropriately. Maintain confidentiality of records and information. Interact in an effective and appropriate manner with diverse populations, the College community and the public. Detect and correct grammatical and spelling errors in written correspondence. Maintain files accurately, in paper and in software programs. Handle multiple tasks simultaneously. Effectively supervise personnel and complete all associated personnel actions in a timely and accurate manner. Accurately prepare and process records, requisitions and reports. Properly maintain budgetary accounting records. Respond to and work effectively and efficiently in a multi-tasking environment. Must be able to communicate effectively in both written and verbal form. Must have the ability to follow instructions and prepare accurate paperwork. Must maintain confidentiality of work related information and materials. Must establish and maintain effective working relationships. Excellent customer service skills.

Equipment Used: Personal Computer and other equipment associated with a general office environment (copier, telephone, fax, etc.)

Software Used: A variety of word-processing, spreadsheet, database, e-mail, and presentation software. Employee must have basic to intermediate proficiency in the use of Microsoft Office Suite. Experience in Student information systems as well as is preferred.
