Executive Summary

PACO Group is seeking an accomplished Program & Project Controls Manager to lead the full suite of controls functions for the multibillion-dollar LaGuardia Airport Redevelopment Program on behalf of the Port Authority of New York & New Jersey (PANYNJ). Reporting to the Program Director, you will drive consistency in cost, schedule, risk, change, estimating, procurement support, contract administration, PMIS, and reporting across multiple concurrent projects-ensuring that the program meets performance targets and stakeholder expectations.

Key Responsibilities

Budget & Cost ControlMaintain approved budgets, forecasts, and cash-flow models; analyze variances; and support FAA/PFC funding documentation.

SchedulingDevelop and maintain integrated master schedules in Primavera P6; run critical-path analyses and recommend recovery actions.

EstimatingOversee development of independent cost estimates, reconcile contractor submissions, and advise on change-order pricing.

Change ManagementEvaluate scope changes, quantify cost/schedule impacts, and facilitate claim resolution with Authority oversight.

Procurement SupportAssist with procurement planning, bid analysis, and coordination with PANYNJ Procurement and Legal.

Contracts AdministrationTrack contract execution, funding alignment, invoicing status, and change documentation in concert with the PMO.

Risk ManagementOwn the program risk register; perform qualitative and quantitative analyses using @Risk, Deltek Acumen, or similar tools.

Document Control & PMISAdminister Livelink, SharePoint, and other records platforms; enforce Authority metadata and file-naming standards.

Reporting & KPIsProduce monthly dashboards featuring earned-value metrics, milestone status, and narrative analyses for executive briefings.

PMO LiaisonAlign tools, policies, and reporting protocols with the Authority's PMO team; champion best-practice standards across projects.

Technology IntegrationCoordinate controls systems with enterprise platforms such as SAP, ICMS, VIM, and BIM environments (Revit, Navisworks, Civil 3D). Skills & Competencies

Strategic thinker who can translate high-level program goals into actionable controls processes.

Proven team leader capable of mentoring schedulers, cost engineers, estimators, and document controllers.

Exceptional communication and stakeholder-management skills with the confidence to brief executive leadership.

Advanced analytical ability to synthesize cost, schedule, and risk data into concise, decision-ready insights. Software Requirements

Primavera P6 (expert level)

EcoSys or Prism for cost control

Deltek Acumen, @Risk, or equivalent for risk analysis

MS Excel (advanced), Power BI or Tableau for dashboards

Familiarity with PANYNJ systems - SAP, ICMS, VIM - highly desirable Qualifications

Bachelor's degree in Engineering, Construction Management, Finance, or related discipline (Master's preferred).

10 years controlling large-scale capital programs >$500 million, ideally within aviation or heavy civil infrastructure.

Direct experience supporting PANYNJ - or comparable agencies such as MTA, NJTA, or NYCDOT-strongly preferred.

Demonstrated success managing federally funded projects and associated compliance documentation.

Hourly Rate Range: $85-100/hr Commensurate With Experience
