Health Statistician (For Serving HA Staff Only)

Department / Cluster: Statistics and Data Science Department, Strategy and Planning Division, HA Head Office

Pay: HK$96,142 - HK$140,903 [HMPS point 9 - 19] per month (including Monthly Allowance)

Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered to contract staff upon completion of the contract subject to satisfactory performance.

Key Responsibilities

1. Formulate user requirement specifications, devise methodology on data acquisition and analysis plan, produce outputs and manage quality and timeline for various statistical, data analytics and modelling projects as assigned to meet specific business and stakeholders’ needs.

2. Supervise and guide a team of statistical analysts in organization and implementation of different statistical, data analytics and modelling projects from data extraction, organization and transformation to quality assurance and production of statistical and analytic outputs.

3. Lead statistical analysts to conduct exploratory data analysis to identify important features required in the analytic and modelling process.

4. Provide official statistics for the HA accountability reports and open data portal; and produce statistics and data analysis in support of HA responses towards external enquiries.

5. Present and interpret as well as compile presentation materials and reports summarizing key findings from various statistical and modelling tasks for wider dissemination.

6. Keep updated from literature review and other resources on data analytics techniques/tools to contribute towards the methodological design and implementation of different types of data analytics studies/projects.

7. Perform other duties as assigned by seniors.

Entry Requirements

1. (a) A master or higher degree in Statistics, Data Science or equivalent.

OR

(b) A bachelor degree in Statistics, Data Science or equivalent plus a post-graduate degree in other fields including Computer Science, Epidemiology/ Public Health, Health Informatics or equivalent.

2. At least 7 years’ post-qualification experience in statistics, analytics and/or research related experience, in which 4 years were related to health and medical care.

Preferable Attributes / Exposure

1. Possess a strong background in healthcare services and planning with good knowledge of the public healthcare system in Hong Kong and/or overseas.

2. Conversant with HA information systems and data, and skills/tools to manage, analyze and present the massive volume of data inside HA systems.

3. Responsible, self-motivated, analytical, innovative and committed to achieving strategic results.

4. Excellent organization, interpersonal and communication skills.

5. Ability to communicate effectively in both English and Chinese, with good presentation skills.

Remarks

1. For serving HA staff, a 5-year grace period will be adopted from the effective date of the new career structure for staff under Statistics and Data Science Function, i.e. 1 April 2021 to 31 March 2026. During the grace period, those who possess 7 years of experience in statistics, analytics and/or research related experience obtained upon graduation of bachelor’s degree (in which 4 years were related to health and medical care) can also apply for the post.
