Job Summary:

The Grant Financial Manager oversees fiscal planning and accounting controls for all programs within the Assigned Service Area. They develop objectives and ensure the overall efficiency of fiscal operations within that area. The manager is responsible for ensuring compliance with contractual agreements, Generally Accepted Accounting Principles (GAAP), agency policies and procedures, as well as local, state, and federal regulations and guidelines. They manage multiple budgets and revenues/expenses for a portfolio of business activities valued at less than $15 million, which may include complex funding streams.

Responsibilities:

Develop Budgets including: the Annual Service Area Budget, Grant Budgets, and Long Term Capital Budgets (Revise as needed)

Support Fiscal discussion with Funders and State Agencies in support of program.

Prepare detailed financial reports and analyses for Program Staff, Service Area Directors, and Executive Leadership.

Conduct regular audits of grant expenditures and financial records. Confirm accuracy of payroll, expenses, and revenue; provide revisions, corrections as needed. Provide reconciliations of assigned accounts.

Reviews and analyzes revenue and expense projections; performs trouble shooting and advises director of problem areas and prepares recommendations.

Provide direct supervision and guidance to junior staff.

Acts as signatory for purchases and expenditures ensuring compliance with contracts and internal policies and procedures.

Contribute to the development and improvement of internal controls and ensure timely recording of transactions within the accounting systems. Recommend and support procedural changes to improve outcomes.

Additional duties in support of Financial goals & needs may be assigned. This is not a complete listing of all job duties.

Job Requirements:

Ability to meet deadlines, provide accurate financial reporting and billing, ensure compliance with grant regulations, and effectively manage multiple budgets and grants.

Contribution to the overall financial goals of the organization is expected.

Must have experience building budgets, reporting, and analyzing grants.

Must be proficient in Excel; Advanced Excel Skills Preferred

Must display knowledge of accounting principles and practices.

Ability to organize and balance competing demands.

Must have good oral and written communication skills, display professionalism, and have the ability to maintain confidentiality with consumer information and HIPAA compliance.

Must be able to exercise independent judgment, solve problems, gain cooperation, display initiative and resourcefulness.

Work in a standard office setting. Occasional travel will be required to attend meetings with funders or state agencies and to travel between assigned OCO work sites.

Role involves periods of high stress due to deadlines and financial audits.

Must meet all background screening requirements

Minimum Qualifications:

Bachelor’s Degree in Accounting or Business Administration.

3-5 years of accounting experience managing budgets and grants; experience supervising & developing staff preferred.

An equivalent combination of education, experience, and training.
