Title: Database Administrator - Systems Analyst

Department: Technology Services

Location: Garden Spoot High School/Middle School Campus

Reports To: Director of Technology

Group: Salaried-Exempt

SUMMARY OF PURPOSE

The incumbent implements data requirements by identifying, analyzing, and creating technical solutions to data and procedural problems and provides customer service support for information systems and data services for the district. Incumbent is also responsible for implementing and maintaining the district's web presence, intranet, enterprise databases, and provides integration of all services related to district databases and applications. The incumbent works with other members of the department in meeting department goals and objectives in support of the Eastern Lancaster County School District (ELANCO) mission to provide a social and educational environment for the students.

ESSENTIAL FUNCTIONS

1. Specialty Section -

a. Creates, maintains, and administers all district databases; SQL, MySQL, and Oracle databases required for development, testing, education and production usage.

b. Interacts with and provides customer technical support to students, faculty, admin, staff and parents to provide a means to securely work with District data and information systems.

c. Creates, maintains, and administers an internet presence that seamlessly integrates with the existing infrastructure, specifically through Single Sign-On identity and access management tools: Microsoft Identity Manager, ADFS, and other district SSO tools.

d. Responsible for the security and troubleshooting of all district data and information systems while following data security best practices.

e. Performs capacity planning required to create and maintain enterprise-level databases.

f. Confers with faculty/staff and other school communities to define application problems and evaluate procedures to develop solutions for improvement. Creates solutions by designing system specifications and by producing or coordinating production with third party vendor programmers for such systems.

g. Creates web-based access and reporting to enterprise data (Data Mining). Access tied to existing authentication systems mentioned in 1c.

2. Web services support. Maintains the district website as District Webmaster, coordinates all web services, and provides primary support for all district web-based technologies such as, Canvas, Data Blender, Destiny, Google Docs, CSIU Financial Software & Employee Portal, Microsoft SharePoint Services, Varonis Threat Protection, and Aristotle student computer monitoring services.

3. Data Interoperability Framework (DIF) programmer. Provides programming & maintenance of applications that communicate together. Ensures interoperability of PowerSchool, Destiny, Bus Planner, CSIU finance, Primero Edge, Data Blender, Active Directory, Office 365 Azure, Google Apps, and other Cloud technologies.

4. PowerSchool student information system (SIS), Canvas and CSIU database administrator. Is responsible for programming, daily maintenance, helpdesk support, troubleshooting, and customizations based upon end-user and department needs.

5. Provides tech support for CBSD to include updating all services and managing database systems.

6. Is responsible for backup, recovery, & system updates of all data and information systems.

7. Communicates with database and security vendors and other services as needed.

8. Programs and manipulates the web filter database based upon the needs of administration/faculty/staff.

9. Advises Director of Technology on database/information systems long-term capacity plans and growth as well as long-range plans for information systems and database changes.

10. Provides secondary support to the Desktop Support Specialist & IT Admin Assistant as needed.

11. Educates faculty & staff concerning the data interoperability (syncing/timing) of ELANCO information systems and provides informational best practices for utilization of such systems.

12. Performs other functions as assigned by the Supervisor.

MARGINAL FUNCTIONS

Marginal Functions will vary with the specific assignment and depend on the particular position function for which the person is responsible.

SCOPE AND IMPACT

This position works independently in the performance of the essential functions. Contacts include the district students, staff, teachers, administrators and outside vendors. There is no supervisory responsibility.

MINIMUM REQUIREMENTS

This position requires a bachelor's degree (B.S) in computer science with 1 year of experience or a combination of 5 years of related database administration/System Analyst experience.

Other Qualifications:

• Submission of pre-employment medical examination (Section 148 of the Pennsylvania School Code).

• Submission of a report of criminal history record from the Pennsylvania State Police (Section 111 of the Pennsylvania School Code)

• Applicants for employment are required to obtain an FBI Criminal History Record Act 114

• Submission of a clearance report from the Pennsylvania Department of Public Welfare in accordance with Act 151 of 1994.

Such alternatives to these other qualifications as the Board may find appropriate and acceptable.

SPECIAL SKILLS

This position requires programming/computer knowledge and experience with Microsoft SQL & Oracle databases. Advanced skills needed for creating, modifying, and troubleshooting SQL statements/code & other scripts. Specific knowledge of database concepts and programming languages as well as knowledge of systems analysis is required. Must be able to teach skills to others, databases & applications are constantly changing so this position must be able to keep up with these changes. This position must have good communication and people skills. Must be able to multi-task.

Position is exposed to some objectionable elements to include fumes, noise, vibration, moving parts and wet or humid conditions. Position requires a normal office environment with only moderate noise existing, not objectionable. The employee may be exposed to the risk of electrical shock.
