Position: Contracts Manager

Location: Corporate Office

Position Description: Reporting directly to the President, the Contracts Manager is responsible for directing Government contract activities for existing and new business for all divisions within C. Martin Company with a focus on administration of prime contracts and subcontracts involving the federal government. More specifically, the Contracts Manager is responsible for managing, directing, and controlling the contract function, overseeing contract administration, and the daily functions associated with such activity for one of our primary business areas. The Contracts Manager represents the company as the primary liaison with Government Contracting Officers and the secondary liaison with DCMA, DCAA, and higher tier contractors. The Contracts Manager consults with the President, Vice President, Operations Manager and Proposal Manager on solicitations and RFPs and handles intricate issues regarding contracts and related matters.

Duties & Responsibilities:

· Reviews and analyzes contract documents to determine contractual obligations

· Provides sustained contract support to operations and accounting department

· Prepares and disseminates information regarding contract status, compliance, modifications, deviations, negotiations, and completion or termination

· Maintains working relationship with customers’ contracting staff

· Responds to inquiries regarding contract obligations and revisions

· Acts as contract liaison between the company and customers / vendors, including participation in pre-contract discussions, contract negotiations and contract changes

· Develops, prepares, and reviews non-disclosure agreements, teaming agreements, and subcontractor agreements

· Assists in the establishment of policies and procedures for the contract management function, and monitoring operational performance in line with corporate objectives

· Troubleshoots and problem solves contractual issues as they arise

· Develops Equitable Adjustment Request proposals in conjunction with Pricing / Finance

· This position is located in North Las Vegas, NV with travel required to our site locations

· Must be familiar with pertinent contract Federal Acquisition Requirements (FAR Clauses)

· Maintains company certifications (i.e. Woman Owned Small Business, Service Disabled Veteran-Owned Small Business)

· Assists with proposal preparation

· All other duties as assigned

Special Knowledge / Skills Required:

· Education and experience at President’s discretion

· Minimum of 3 years direct contracts experience preferred

· Knowledge of the U.S. Government procurement process, procurement laws and regulations are essential

· Must be able to create and maintain a team atmosphere with the Contracts and Subcontracts organization and with business unit program personnel

· Possess a strategic view of Contracts services

· Able to think and plan strategically and anticipate and act on the Contracts needs of the organization

· Demonstrate decision-making ability, negotiation skills, and proven leadership competencies

· Use interpersonal communication skills (written, oral, listening, and presentation), initiative and the ability to collaborate and work well cross-functionally

· Is subject to government security clearance and must meet eligibility requirements for access to classified information. Must be able to obtain a security clearance

· Analytical thinking is a critical asset, not only required to prioritizing their own work but develops processes that monitors the progress and performance for the company and all company contracts
