HR Manager – Cement Plant (California)

Reporting to senior leadership, the HR Manager will serve as the strategic and operational lead for all HR functions at the Tehachapi cement plant. The role involves close collaboration with executive leadership, plant operations, union representatives, and employees to ensure HR strategies align with both corporate and plant-level goals. Success in this position means maintaining legal compliance, driving talent development, supporting operational efficiency, and fostering a positive employee relations environment.
Please note: the position requires ~20% travel and an initial three-month onboarding period in Scottsdale, Arizona.Responsibilities:
Lead and manage the full range of HR activities at the cement plant, including recruitment, training, compensation, benefits, and employee relations
Serve as the key point of contact for union negotiations, conflict resolution, and compliance with collective bargaining agreements
Design and implement HR strategies across recruitment, employer branding, training, performance management, and succession planning
Ensure ongoing compliance with federal, state (especially California), and local labor laws, safety regulations, and union standards
Collaborate with leadership to define long-term HR and operational goals, aligning talent strategies with plant needs
Develop and oversee the HR department budget, ensuring efficient resource allocation and cost-effective practices
Establish and track HR performance metrics (KPIs), using data-driven insights to improve HR effectiveness
Oversee the implementation of employee development initiatives aimed at improving safety, performance, and operational efficiencyRequirements:
Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s degree or HR certification preferred)
SHRM-CP, SHRM-SCP, PHR, or SPHR certification required
Minimum 7 years of HR experience in a unionized, heavy industrial environment (manufacturing or construction; cement industry experience strongly preferred)
Extensive knowledge of California labor laws, union regulations, and industrial safety standards
Proven ability to lead talent management, recruitment, training, and employee relations efforts in complex operational environments
Strong leadership, communication, interpersonal, and conflict resolution skills
Proficiency in HRIS systems (experience with Paychex preferred)
Bilingual (English and Spanish) strongly preferredNice to Have:

$100,000 – $120,000 per year (dependent on experience)Location:
