Job Description

HII Mission Technologies Division has an immediate opening for a senior-level Systems Test Engineer, with experience in aircraft propulsion systems. In this role, the candidate will directly support the Propulsion Acquisition Division at Wright-Patterson Air Force Base, Ohio, and Test and Evaluation (T&E) subject matter expertise on a wide variety of aircraft engines for the US Air Force. The candidate will perform technical planning, requirements development, coordination, and effectiveness analyses for total aircraft propulsion systems.

This role can be remote or hybrid.

Essential Job Responsibilities

Support Program Office's development of a risk management plan with T&E relevant risks and mitigation plans that enable a balanced plan for a program

Assess whether the capability requirements are well defined in order to measure in a test and are relevant to the operational mission

Determine necessary T&E infrastructure requirements

Identify shortfalls that will require investments to meet T&E infrastructure sufficiency

Incorporate all policies, practices, and procedures with the technical requirements of a program to develop and document a T&E strategy that supports the program’s acquisition strategy

Utilize the full spectrum of the integrated testing process in the T&E strategy

Identify where environmental, interoperability, cybersecurity, and mission level testing should fit into system development

Identify and organize the T&E management forum (e.g., T&E Working-level Integrated Product Team, Integrated Test Team, Combined Test Team) necessary to address all the T&E issues and documentation to support the evaluation T&E strategy, approach, and overall program plan

Translate the T&E strategy into the appropriate test document (e.g., Test and Evaluation Master Plan (TEMP), Developmental Test Plans, and Operational Test Plans) including identification of all the required resources to ensure the strategy is executable and supports the Systems engineering Plan and overall Acquisition Strategy

Determine and provide T&E input to all technical and programmatic reviews to support acquisition decision making

Apply and/or adapt previous lessons learned from similar test activities/events

Minimum Qualifications

Bachelor’s degree in a related field with 15 years of relevant experience or Graduate degree in a related field with 13 years of relevant experience

Demonstrated skills in planning, implementing, and reporting on Test and Evaluation activities on previous propulsion related efforts

Candidate will be required to work with other functional disciplines (Program Management, Engineering, Financial Managers, etc.)

Must be able to obtain and maintain a US government Department of Defense (DoD) Secret security clearance which requires U.S. citizenship

Preferred Requirements

Knowledge of engine test facilities and capabilities available within the U.S. Air Force or industry

Previous Test Manager experience on an Acquisitions Category (ACAT) 1 program

High-Speed Airbreathing propulsion experience

Flight dynamics assessments experience

Multidisciplinary design, analysis, and optimization experience

Experience working in U.S. Air Force acquisitions Program Offices

Active DoD security clearance

Physical Requirements

Standard professional office environment. Prolonged computer use and sitting (adjustable workstations may be available). Light lifting and movement of materials may be required.
