Stay safe and protect your personal information.Reporting to the Director, Corporate Supply Chain the Senior Manager, Subcontracts shall oversee and facilitate supply chain management including, but not limited to, subcontracting, purchasing, sourcing, capture, material forecasting, capacity planning and financial costing. This includes the deployment of common systems and improved processes to drive continuous improvement in supply chain optimization. With oversight and assistance from the Director, the Senior Manager will be an integrated member of the programs, business development and capture leadership teams and is responsible for a team of subcontracts, procurement and supply chain professionals who will execute compliant actions for Acuity’s programs in accordance with contract requirements, company policies and procedures, and applicable public laws and acquisition regulations. Individual will work independently and collaboratively as part of a team in a dynamic faced paced environment. Said Senior Manager shall actively support and uphold the Programs and Company’s stated vision, mission, and values while adhering to all federal, defense, local and state regulations.
Position Overall Responsibilities
Serve as the primary advisor to the Director in support of all supply chain, capture, subcontracts, and procurement functional requirements
Assist the Director in day-to-day execution and oversight for the Corporate Supply Chain Management subcontracts and procurement teams
Provide critical analysis of program procurement functions; provision of strategic advice and counsel; analysis and evaluation of global procurement and contracting programs, supply chain programs, support policies and issues to ensure acquisition requirements and mission critical needs for goods and services are achieved
Prepare subcontract documentation such as subcontracts, agreements, modification task/delivery orders, solicitations, estimates, cost/price analyses, negotiation memorandums, justifications, certifications and correspondence.
Translate operational objectives and requirements into special projects and operating guidelines to implement and execute program studies
Support the development of short and long-range plans and resources requirements, such as personnel, materials, equipment and overall methods and processes relating to specific programs and business lines
Position Daily Responsibilities
Serve as the primary advisor to the Director in support of all supply chain, subcontracts, and procurement functional requirements
Drive direct reports timely execution for all procurement related activities at the Enterprise and program level
Support the development of procurement strategies and supplier relationship plans that are inventive and focused on providing best value for both internal and external clients
Oversee full life cycle supplier management activities for Acuity’s programs
Develop strategies to maximize competition, negotiations, and management of supplier performance
Monitor and manage procurement staff to ensure compliance with policies and procedures and federal regulations
Ensure that all orders and subcontracts are appropriately reviewed at a manager level and approved prior to issuance and confirm are in compliance with all regulatory requirements, company policies and procedures, and applicable laws and acquisition regulations
Aid in support of audits and, on an ongoing basis, ensure accurate audits records are maintained and reported. When required develop training to address recurring audit findings
Coordinate staff with the Contracts organization to ensure proper flow-downs of prime contract requirements, terms and conditions
Demonstrate strong interpersonal and communication skills to deal effectively with other functions and suppliers to identify and solve subcontract/supplier issues of varying degrees of risk and complexity
Ensure the subcontracts and procurement team are engaged in development and support of proposal strategies and collaborate with the Director to recommend pricing approaches in order to ensure proposals offer client’s best value from suppliers
Ensure staff are engaged in customer solicitations and being reviewed for potential risks
Monitor supplier compliance, including timely delivery of deliverables, in coordination with the corporate logistics teams
Assist in the management of Acuity’s Small Business Program, including, but not limited to, client and supplier outreach, development of small business subcontracting reports in support of solicitation responses, small business reporting, and advising program staff on small business subcontracting compliance requirements
Resolve supplier performance issues in collaboration with the applicable program leadership
Manage procurement professionals in executing day-to-day activities. Provide training, mentorship to team with varied levels of proficiencies. Conduct performance reviews, define development actions, identify, and engage with top talent within the team
Position Requirements
Requires a bachelor’s degree in a related field with 10+ years of relevant experience or master’s degree with 10+ years of prior relevant experience or 20+ years of direct subcontracts/contracts experience under Department of Defense/Federal prime contracts in lieu of a degree
In-depth knowledge of preparing, writing, reviewing, and negotiating Indefinite Delivery/Indefinite Quantity (IDIQ), Time and Material (T&M), Cost type and Firm Fixed Price (FFP) subcontracts, and purchase orders
In-depth knowledge of preparing, writing, reviewing, and negotiating consulting agreements, Joint Venture Agreements, and Contractor Teaming Arrangements (CTAs)
Working knowledge of managing mentor protégée programs
Expertise in negotiations of terms and conditions, special provisions, and prime contract flow downs
Strong knowledge of US Government Small Business Program and the Small Business Act
Expertise in interpreting applicable prime contract requirements, Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR), International Traffic Arms Regulations (ITAR), and Import/Export
Multi-tasking and time-management skills, with the ability to prioritize tasks in a fast-paced environment
Excellent analytical and problem-solving skills
Demonstrated ability to develop effective relationships internally and externally
Strong communication skills, both written and verbal.
Comfortable working with executives and representing functional plans and priorities to senior leaders
Drive organizational efficiencies and savings to the business
Previous experience managing and executing SCM activities in support of US Government projects worldwide.
Preferred Qualifications
Experience with Deltek CostPoint ERP systems
Ability to energize a geographically dispersed team of supply chain management professionals
Required Physical Requirements and Work Conditions
Work is normally performed in a typical interior/office work environment
Work involves sitting and standing for prolonged periods of time
Individual will be required to work non-standard schedule to include weekends and late evenings/early mornings to effectively manage activities and communicate requirements to forward operating location(s), vendors, staff, internal clients etc. with significant time differences
Work will be performed remotely [able to routinely travel to VA/Reston Corporate Office locations]
