The Columbus (Ohio) Department of Public Safety, Division of Police is seeking a Criminal Intelligence Manager for a full-time position. The hired Criminal Intelligence Manager will be tasked with overseeing a diverse team of civilian employees, including: Criminal Intelligence Analysts, Crime Analysts; and Security Specialists. This is a fully on-site position and remote/hybrid work schedules are not permitted.

Duties will include, but are not limited to:

Create and implement quality assurance and success metrics for supervised staff

Managing operations in a Real-Time Crime Center

Create and implement new hire training programs

Source and/or create and implement continuing education and training opportunities

Source, vet and recommend to staff the acquisition and implementation of new and/or improved technologies, software and equipment

Create and revise documents, manuals and deliverables including but not limited to: forms; reports; activity logs; bulletins; advisories and operational manuals

Note to Applicants

Due to the sensitive nature of this position, candidates receiving consideration after a successful interview will be required to undergo a pre-employment background investigation, fingerprinting, and a polygraph examination conducted by the Columbus Division of Police. This process may take four months or more to complete.

KNOWLEDGE, SKILLS, AND ABILITIES

Considerable knowledge of analytical procedures and principles; considerable knowledge of basic criminal law; general knowledge of regulations governing communications transmissions; general knowledge of techniques for criminal analysis; general knowledge of databases and tools used to analyze criminal data; some knowledge of the geographic layout of the City; ability to deal effectively and tactfully with others; ability to perform analysis in emergency situations; ability to communicate clearly and concisely both orally and in writing; ability to supervise; ability to establish facts and draw valid conclusions; ability to operate a computer and utilize related software for the purpose of retrieving, analyzing, and compiling data; ability to maintain security of records; ability to develop and maintain effective working relationships.

Under general direction, is responsible for managing criminal intelligence activities and supervising Criminal Intelligence Analyst staff engaged in precision policing activities; performs related duties as required.

Examples of Work

(Any one position may not include all of the duties listed, nor do the examples cover all of the duties that may be performed.)

Manages crime center personnel dedicated to performing criminal intelligence work and crime data analyses; oversees personnel assigned to monitoring video feeds and providing viable intelligence during law enforcement investigative activities;

Manages criminal intelligence analysts across multiple bureaus and coordinates intelligence for precision policing;

Supervises staff to include conducting performance evaluations, preparing work schedules for operational needs, approving/disapproving leave requests and forwarding as needed; initiating/administering disciplinary action for subordinate personnel as needed;

Develops quality assurance measures and unit operations manuals to ensure efficient operations, provision of practical and strategic intelligence, analysis of crime records, and timely queries of various criminal, commercial, homeland security and open source databases;assists with development and evaluation of Standard Operating Procedures;

Provides technical assistance and instruction for retrieval and dissemination of information;

Develops and reviews intelligence products including, but not limited to intelligence reports, activity logs, bulletins, and crime pattern advisories; d evelops and tests hypotheses, victim and suspect profiles, and forecasts criminal activity;

Coordinates project assignment and information sharing between multiple analysts, other Real Time Crime Center (RTCC) personnel, and Bureaus throughout the Division of Police and law enforcement partners;

Relays actionable intelligence to police and communications personnel via radio, telephone, and email; assists personnel with subpoenas and search warrants for electronic information including, but not limited to social media, electronic devices, and online accounts;

Communicates to the appropriate constituencies (officers or detectives on-scene, incident commanders, law enforcement leadership, private citizens, etc.) for real time situations unfolding in the field;

Maintains awareness of criminal, terrorist, or other threats to the safety of citizens, officers, or visitors to the City of Columbus and surrounding areas;

Maintains security and integrity of information contained within the Division of Police;

Conducts, coordinates, and oversees complex research and strategic crime analyses used to identify and evaluate patterns and trends;

Responsible for research and training on software applications and ensuring the maintenance of databases; coordinates training opportunities with other divisions and outside agencies;

Prepares special request projects and reports for information/presentation to the Division and the community; maintains records, files, and unit statistics;

May testify in court, as needed.

Minimum Qualifications

Possession of a bachelor’s degree and four (4) years experience researching, analyzing, or investigating crime data. Substitution(s): Possession of a master's degree may be substituted for one (1) year of the required experience.

Some positions may require State of Ohio or federal clearances, certification, or licensure related to the program or assignment.
