FCA is now seeking the expertise of a humanitarian coordinator located within the OPTs to support and coordinate FCA’s humanitarian work in West Bank and Gaza The objective of the assignment is successful humanitarian project implementation compliant with donor and FCA requirements.
Skills needed: Understanding of and experiences in humanitarian aid Education sector understanding Excellent coordination skills Experiences in project management, monitoring, reporting evaluation etc.
Experiences in institutional donor requirements and understanding of institutional funding Scope of work: Project management of FCA’s humanitarian aid projects in OPT Responsible for overall delivery of FCA’s humanitarian projects: planning and design, bid writing, implementation, granting to local partners, risk management and monitoring and evaluation Overseeing and responsible for timely program management and compliances to donor requirements and FCA’s internal requirements.
Close collaboration with Country Office team and advisors in FCA’s Helsinki office Project coordination with local partners, stakeholders, authorities Carry the responsibility for coordination of FCA’s humanitarian aid projects with the local implementing partners, stakeholders, relevant clusters and authorities, Supporting project partners in successful project implementation and MEAL Represent FCA to key stakeholders including the Ministry of Education, Education Cluster, ACT Alliance and donors Support fundraising and project scalability for FCA’s humanitarian aid: Seeking new funding opportunities and contribute to application processes jointly with country team and FCA global advisors Networking and seeking possible collaboration partners, consortiums etc.
Deliverables High quality project management, ensuring all projects are implemented on time and within budget Maintain strong working relationships with all local partners and key stakeholders Identify and manage risks arising Maintain strong working relationship with FCA local team, global colleagues and Helsinki office Submit mid-term and final reports on time, and ensure donor compliance throughout the project cycle Management of consultant experts and advisers in the field to ensure delivery according to agreed outcomes and outputs.
Help to Develop high-quality funding proposals Lead writing on humanitarian bids for future funding Detailed deliverables will be agreed every 2 months to reflect changing priorities.
Duration Preferable start date 20.6.2025 but time-schedule negotiable Contract end date 30.4.2026 or later, depending on funding availability Reporting and Communication The expert will report to FCA Country Director Regular updates and feedback sessions will be scheduled to ensure alignment and progress to Country team and relevant FCA advisors.
Transport & Logistics Pre-agreed local travels to project sights will be covered by FCA Duty Station The Duty Station for this assignment is the West Bank, Occupied Palestinian Territories (OPTs). The consultant must be based in the OPTs and able to travel to schools across the West Bank, and to East Jerusalem.
Some activities, such as meetings and training, will require in-person presence.
Budget We expect that completion of all deliverables will take approximately between 25-35 hours weekly, and it will be agreed based on detailed work plan Applicants should indicate their monthly rate for 30 hours per week Processing time for financial payments is 10 working days and will be only transferred to consultant's bank account.
The total budget should not exceed 31000EUR for 10 months The income tax will be the responsibility of the consultant and must be paid directly to the income tax department.
A certification of payment will be required.

The submitted offer should remain valid for minimum of 3 months.
Timetable & Payment Modalities Payment will be based on the completion of deliverables and progress milestones every 2nd month based on approved progress reports Required Expertise and Qualification Qualification of the consultant: At least a bachelor’s degree from a recognized university relevant for the assignment.
Experience & Expertise of the Consultant: Proven experience in project management and coordination preferably from humanitarian aid and development cooperation Understanding of the humanitarian landscape and challenges in the Occupied Palestinian Territories (OPTs) or similar context Ability to travel in person to schools across the West Bank and to East Jerusalem Fluent in English writing and spoken.
Arabic written and spoken Arabic an asset Understanding of institutional donor compliances and requirements Professional Experience Proven experience project coordination and management Experience form NGO sector work or similar Experiences in humanitarian aid Experience in institutional funding and donor landscape Candidates must send An updated CV highlighting the relevant experience required.
