About the Position

We are seeking a Program Manager with a focus on IT Human Capital Management to provide support at the Defense Health Agency.

All work will be performed on-site in Falls Church, VA.

Key Responsibilities:

Provide information technology infrastructure support to include tasks such as technology-refresh, laptop and equipment tracking, telecommunications and equipment troubleshooting. Serve as the office onsite systems administrator and network administrator. Coordinate and track annual equipment audits.

Oversee office work order requests. Manage all hardware and software requests. Monitor the office supply to ensure a continuous reserve of required office materials. Receive and process requests for additional office supplies from Program Office staff.

Develop and maintain Process Assets and Measures for office Facilities and Logistics.

Manage the in/out processing of staff. Provide briefing/documents, and checklists, to facilitate the phase-out process. Send completed documents to appropriate offices for coordination. Provide monthly reports on in/out processing.

Develop and maintain office space planning for office employees. Support the Government to create more effective and productive office space. Provide monthly reports on current space plan, related staff, and inventory in the office space.

Provide senior-level Human Capital Management support to the Federal/Military employees for new hire orientation.

Create civilian hiring action packets

Conduct recurring meetings with DHA business partners including United States Army Command, Control, Communication, Computers, Cyber, Intelligence, Surveillance and Reconnaissance Center (C5ISR)

Advise personnel developing performance goals and objectives, and other daily manpower activities as defined.

Provide day-to-day operations support for staff comprised of military, civilian, public health service, and contract support personnel

Assist with the establishing and supporting the in/out processing of all staff members

Manage timekeeping and TDY assignments

Update policy

Assist with identification of positions to fill and manage the process for all hiring actions through the Retention and Recruitment Metrics Report

Coordinate with military Personnel Services Division for military billets including (but not limited to) backfills and new requirements.

Support the Government with Civilian and Military in-processing and out-processing, evaluations, and awards

Oversee performance management functions; assist with personnel objectives, assessments, and closeouts for all DOD personnel.

Support training and awareness activities including those aligned with Manpower Individual Development Plan (IDP) activities.

Provide senior-level Human Resource Management support and guidance on Service-specific, as well as DHA HR, policies, and procedures for all office military personnel.

Manage and report on all aspects of military personnel and manpower actions, including but not limited to performance ratings, promotions, enlisted/officer personnel files, strength management, awards, requisitions, reductions, special pay contracts, retirements, separations, management change requests, organizational change requests.

Utilize personnel and manpower automated systems supporting military personnel programs and retrieve data for studies, projects, and reports.

Monitor readiness requirements for military personnel and serve as the office liaison with the DHA Military Personnel Support Branch to coordinate all military personnel activities.

Provide monthly reports on status of military personnel programs.

Examine the current force structure, define gaps in education, training, experience; assist with defining long-term plan of action and supporting the execution of a sustainable human capital plan.

Assist with identification of positions to fill and manage the process for all military hiring action.

Manage all military personnel/manpower actions to ensure compliance with pertinent legislation, Service-specific regulations, and DoD guidance.

Assist with identification of manpower requirements; development of manpower programming factors; and management of military performance management and promotion programs.

Assist in the execution of hiring strategies/actions for Active Duty, Guard, and Reserve military personnel

Qualifications:

Knowledgeable of manpower, performance management, workforce planning and human capital management.

Required comprehensive understanding of the Army, Navy and Air Force military personnel and manpower programs and regulations governing those programs.

Proficiency in MS Office (Word, PowerPoint, Excel, Outlook), SharePoint.

Familiarity with the DoD and the Defense Health Agency is highly desired.

Must be detail-oriented, organized, and self-motivated with high attention to detail.

Must have excellent verbal/written communication skills and effective interpersonal skills.
