This is a senior management role responsible for overseeing all aspects of the Engineering and Construction Department for the Lee County Port Authority, including the Southwest Florida International Airport and Page Field General Aviation Airport. The role ensures projects are completed on schedule, within budget, and fully coordinated. Strong communication skills and extensive experience managing varied sizes of capital projects (combined values exceeding hundreds of millions) involving multi-disciplinary architectural, engineering, and construction elements are essential.'
The position involves extensive coordination with consultants, contractors, staff, other Port Authority divisions, and regulatory agencies such as Florida Department of Transportation (FDOT), Federal Aviation Administration (FAA), Transportation Security Administration (TSA) and other state and local agencies. This role provides leadership for all projects within the Engineering and Construction Department, serves as a communication link with Port Authority directors, managers and staff, and provides recommendations to the Port Authority’s executive staff. This position is supported by other areas of the Development Division, including Governmental Affairs and Grants, Planning and Environmental Compliance, Development Services, as well as other departments including Maintenance, Operations, and Finance.
This position reports to the Deputy Executive Director, Development.
Responsibilities
POSITION DUTIES
Manages projects involving multi-disciplined architectural, engineering, and construction elements (combined values estimated values exceeding hundreds of millions)
Demonstrates a high degree of independence, effective communication, construction knowledge expertise, and savvy negotiation and leadership skills
Manages staff and consultants providing architectural, engineering, and construction expertise to support the preparation of total project budgets, cost estimates, special studies/reports, justification statements for proposed work, and assumptions for project scopes within the Capital Improvement Plan to ensure alignment with Port Authority objectives
Works with LCPA Operations to ensure all development complies with operational and regulatory requirements, rules, regulations and laws, including FAA regulations, building codes and safety regulations
Organizes and plans activities, anticipating needs, forecasting results, analyzing and organizing work processes and procedures, and delegates assignments
Manages and facilitates design, construction supervision and implementation of all projects and plans relevant to the Airport and within procurement requirements and established schedules and budgets
Manages development and maintenance of budget profiles, schedules, project estimates, cash flow projections, and project documentation for planned and completed construction work
Responsible for assisting with the development of the five-year FAA Airport Capital Improvement Plan (ACIP), in order to meet all FAA requirements, AIP grants, PFC funds and overall grant assurances
Directs the development of negotiating strategies, parameters, pricing and terms for construction projects
Monitors projects in progress to identify problems, issues and potential risks and acts to mitigate any trouble
Hires, appraises, supervises, delegates and reviews work of employees. Evaluates staff performance, coaches and counsels staff and recommends and approves training
Collaborates with and is the Airport Authority’s liaison to airlines, airport tenants, governmental agencies, consultants and the FAA.
Facilitates clear understanding of the scope and objectives of assigned projects to senior and junior engineer staff
Engages in proactive collaboration with stakeholders to secure necessary expertise or address specific project needs
Promotes project excellence by ensuring the delivery of consistent, high-quality results from professional consultants and contractors
Oversees construction contractor and consultant contract negotiations
Participates in design milestone meetings; pre-design, pre-bid and pre-construction conferences; construction progress meetings; substantial and final completion meetings; and any other meetings as required to advance the necessary progression of development projects
Prepares, negotiates, implements and enforces various types of contracts: engineering/architectural design, construction administration, construction engineering inspection, and construction management related services
Recommends procedural and personnel changes to executive staff aimed at improving project coordination, communication, and balancing of workload
Performs other duties as assigned
Qualifications
MINIMUM QUALIFICATIONS
Training and Experience:
Graduation from an accredited four-year college or university with a degree in engineering, architecture, construction management/science or related field
A minimum of 5 years’ senior level experience in engineering, construction contract administration/management, program management, or an equivalent combination of education, training and experience, including work with increasingly demanding management responsibility, on large government, public works or airport improvement projects
A professional engineering license in the state of Florida or the ability to obtain one within one year is desired.
Ability to obtain a Security Identification Display Area (SIDA) clearance.
Certification as a Professional Engineer (PE), Architect, Certified Construction Manager (CCM), Program Management Professional (PgMP), Project Management Professional (PMP) or equivalent preferred.
Possession of a valid Florida driver’s license required
Knowledge, Skills and Abilities:
Extensive experience in managing professional service contracts, hard bid construction contracts, and staff
Strong independence, excellent communication, expertise in construction knowledge, and proficient negotiation and leadership abilities are crucial
General knowledge of engineering principles, professional services contracts, construction administration, construction engineering inspection, and construction management principles, and other project development concepts and techniques
General knowledge of construction project delivery methods and contracting mechanisms
General knowledge of project management systems for construction
General knowledge of the principles and practices of airport planning, design and construction, including contract management
General knowledge and understanding of capital planning, NEPA and annual budget and business planning processes
General knowledge of quality control and quality assurance principles, as well as standard industry methods and techniques applied to architectural/engineering design, construction administration, construction engineering inspection, construction management, and other construction related services
General knowledge of or ability to learn Federal standards related to Transportation Security Administration, Customs and Board Protection and airport security regulations and requirements.
Ability to effectively communicate with consultants, contractors, regulatory agencies and staff
Ability to work as a key team member on simultaneous complex and time-sensitive engineering and construction projects
Ability to make difficult decisions requiring compromise and appropriate political judgment
