Major Functions The County of Volusia is seeking a Front-End Development Project Leader for the Information Technology division.
This position will be responsible for leading the design, development, and implementation of modern user interfaces for the county's digital transformation initiatives.
The role involves collaborating with the Digital Process Innovation Manager and Back-End Project Leader to create intuitive, accessible, and responsive web applications that enhance government operations and improve user experience (UX) across departments.
The ideal candidate will have strong expertise in modern web technologies and front-end development practices with the ability to translate complex business requirements into seamless user experiences.
NOTE: The selected candidate must work extended hours when needed to complete critical projects and respond to county emergencies or activations.
Illustrative Duties (NOTE:These are intended only as illustrations of the various types of work performed.
The omission of specific duties does not exclude them from the position.) * Leads the design and development of user interfaces for all county platforms.
* Creates and maintains reusable user interface (UI) components that conform to county standards for accessibility and user experience.
* Develops rapid prototypes and proof-of-concepts using modern development tools and platforms, including development assisted by artificial intelligence (AI). * Develops React-based applications that integrate with backend services and workflow processes.
* Implements role-based user interfaces using Microsoft Entra ID authentication and authorization.
* Creates responsive designs that work efficiently across desktops and mobile devices.
* Designs and implements data visualization components for dashboards and reports.
* Collaborates with departmental stakeholders to understand user requirements and translate them into effective UI solutions.
* Develops and maintains documentation for all front-end components and systems.
* Implements automated testing practices for front-end applications.
* Mentors junior developers and provides technical guidance on front-end best practices.
* Collaborates with the Back-End Project Leader to ensure seamless integration between UI and application programming interface (API) services.
* Stays current with emerging front-end technologies and evaluates their potential application.
* Presents development progress and demonstrations to stakeholders and leadership.
* May be assigned to other county locations based upon operational needs.
* Attends work on a regular and consistent basis.
* Must adhere to Federal, State, County and Local ordinances.
* Responds to emergency situations.
* Performs other duties as assigned.
Minimum Requirements Eight (8) years of experience in Computer Science, Information Technology, Web Development, or related field in which four (4) of those years should be experience in front-end development with React or similar JavaScript frameworks.
OR Bachelor's degree in Computer Science, Information Technology, Web Development, or related field and four (4) years of experience in front-end development with React or similar JavaScript frameworks.
A comparable amount of training, education, or experience may be substituted for the minimum requirements.
Must possess and maintain a valid driver's license at the of hire.
Must possess a valid Florida driver's license within 30 days of hire and maintain thereafter.
The preferred candidate, having met the minimum requirements; will have experience with React, TypeScript, responsive design, UI/UX principles, Microsoft Entra ID integration, RESTful API consumption, Git version control, and demonstrated ability to lead front-end development projects.

* Knowledge of authentication and authorization patterns using Open Authentication (OAuth)/Open ID Connect (OIDC). * Strong knowledge of modern development practices (e.g., React, TypeScript, JavaScript or comparable stack). * Strong knowledge of responsive design principles and Cascading Style Sheet (CSS) frameworks (e.g., Tailwind, Material UI). * Knowledge of state management libraries (Redux, Context API, etc.). * Knowledge of rapid application development techniques.
* Knowledge of web accessibility standards (e.g., WCAG) and implementation techniques.
