The Prince George’s County Department of Public Works & Transportation (DPW&T) is currently seeking qualified applicants to fill a Procurement Assistant (Administrative Assistant 2G) (Grade G21) within the Office of Administrative Services, Contracts and Operations Division.

PLEASE NOTE: THIS POSITION IS LIMITED TERM GRANT FUNDED WITH BENEFITS WITHIN THE DEPARTMENT OF PUBLIC WORK & TRANSPORTATION

About the Position

This full performance level position is responsible for diverse, complex purchasing actions to acquire product and services resources for offices within DPW&T. Primary duties include identifying agency operating resource needs; communicating and negotiating with county approved vendors/suppliers in the procurement process; evaluating the product/service quality of vendors providing support for DPW&T contract administration and managing supply logistics. This work requires considerable knowledge of contract management and administration principles and practices involving the preparation of specifications and technical requirements; pricing and performance evaluations; and various solicitation methodologies, milestone plans and systems workflows. Work is performed under the supervision of the Chief, Contracts and Operations, Office of Administrative Services (OAS).

About the Agency

The Department of Public Works and Transportation (DPW&T) is responsible for nearly 2,000 miles of County-maintained roadways that range from rural to urban classifications. The transportation infrastructure includes 900 bridges, as well as shoulders, sidewalks, curbs/gutters, stormwater management facilities, driveway aprons and nearly 3,000 acres of grassy area -- all of which are maintained by staff of the Department. DPW&T’s workforce keeps the County’s various services moving by performing a myriad of activities which include removing snow and ice from County-maintained roadways, upgrading traffic signals, installing streetlights, clearing fallen trees, unclogging drainage inlets and maintaining stormwater management facilities, as well as performing roadway repairs ranging from potholes and sidewalk trip hazards to bridge repairs and resurfacing projects and more.

Examples of Work

Provides administrative support for agency level contract administration for operating resource needs across the Department to include advisement in planning and development of operating contracts for the Department.

Assists Division Chief with solicitation, evaluation, and award of consultant contracts.

Assists in preparing and arranging all operational solicitations and contract related technical planning and evaluation meetings.

Participates in the analysis process of contract bids/proposals, prepares reports and contracts award recommendations for submission at the County level, in accordance with established criteria and process requirements

Assists in preparing advertisement, bidding, award and close out of all operational contracts.

Partners with Department management to collect technical information necessary for development of contract scopes, specifications and bid requirements for the acquisition of complex types of County goods, services and/or equipment.

Communicates with vendors as necessary to invite bids and clarify all details of specifications.

Assists in drafting packages for operating contracts, change orders, and work orders within two days of receipt of accepted proposals or contracts.

Assists with receiving payment requests from vendors and suppliers and reviews for completeness and conformity with contract requirements.

Receives and processes payment requisitions, and reviews invoices for completeness and compliance with proposal and/or contracts.

Creates Invoice Processing Record and updates purchase order logs. Maintains a status log of all contracts in the bidding/award process.

Maintains the Department’s contracts database to include tracking operational contractual needs, contract status, terms, performance information, protests, and relative fiscal information.

Generates monthly updates and coordinates and facilitates routinely scheduled contracts and procurements meetings with various project managers and leads throughout each of the Department’s Offices.

Participates as a critical/essential employee in the Department's Snow and Ice Control Program and other emergency or special activities as assigned.

Qualifications

Graduation from college with major course work in Liberal Arts, one of the Social Sciences, or Public or Business Administration,

One (1) year of staff assistance experience, preferably in County government

An equivalent combination of education and experience may also be accepted.

Conditions of Employment: Upon selection, the candidate must:

Possess and maintain a valid driver's license.
