Definition

Under general direction, provides technical expertise in Geographic Information Systems (GIS) technology. Develops databases and creates, analyzes, and/or processes spatial and non-spatial data. Will perform application design, programming, modeling and support of computer-based GIS mapping and related statistical software, and provides technical and administrative leadership to a team of City staff.

EXAMPLES OF DUTIES: Under general direction, performs work involved in the modification, implementation and maintenance of the City’s GIS systems; performs other related duties as required and assigned. The incumbent will operate software used in the maintenance and management of the City’s geobase and related layers and tabular data. This position must analyze workflow and work with others professionals in the IS Division to integrate information and procedures to optimize the effectiveness of the applications. This position is characterized by the responsibility for the support of the City’s GIS functions.

The City of Fontana is seeking a GIS Specialist to support and enhance our Geographic Information Systems (GIS) technology. In this role, you'll develop and maintain spatial and non-spatial data, assist with application design and programming, and help bring to life new tools using the ESRI ecosystem.

As a key technical resource on the GIS team, you’ll:

Design and automate workflows using Python or ModelBuilder

Create, edit, and analyze maps in ArcGIS Pro

Query and maintain data in enterprise geodatabases (SQL Server, PostgreSQL)

Support and build applications using ArcGIS Online, ArcGIS Enterprise, Experience Builder, Survey123, and Field Maps

Essential Functions

The incumbent must have the ability to:

Perform complex, integrated computer programming, data analysis and software development for GIS applications, to include maintenance of existing systems and research/development for future enhancements.

Document and test GIS models, Internet Mapping solutions and GIS applications; ability to carry out GIS procedures, both simple and complex; perform data conversion and collection, graphic production and project reporting.

Maintain currency of knowledge with respect to relevant state- of- the- art technology, equipment and/or systems.

Work over-time and off hours as needed with the possibility of on-call rotation.

Perform any other tasks or functions deemed necessary to the daily operation of the employer.

WORKING CONDITIONS: The position requires prolonged standing, sitting, walking, reaching, twisting, turning, kneeling, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports and using a computer keyboard, Additionally, the position requires near and far vision in preparing and reading work-related documents. Acute hearing is required when providing telephone service, plus the ability to pull, push, drag, lift and/or carry equipment and supplies weighing up to 25 pounds.

Experience and Training Guidelines

The successful incumbent will possess will possess GIS experience OR an Associate’s Degree from an accredited college or university with major coursework in Geographic Information Systems (GIS), geography or a closely related field. Additionally, the incumbent must have the knowledge of and a background in:

ESRI based GIS software, i.e., ArcGIS, ArcIMS, and ArcSDE.

Strong interpersonal and communication skills and the ability to work with a wide range of constituencies in a diverse community.

Geographic Information Systems, statistical, mathematical, and computer science theory, methodology and technical solutions.

Evaluation and interpretation knowledge of end user information requirements and the ability to develop and implement appropriate technical solutions.

Skills in the use of relational databases such as MS Access/Excel and SQL.PREFERRED QUALIFICATIONS:

Bachelor's degree in Geography, GIS, Urban Planning, Computer Science or a related field.

ESRI Technical Certification (ArcGIS Desktop Professional).

At least 1 year of hands-on GIS work in a municipal or similar environment (2+ years preferred).

Some exposure to georeferencing plan-sheet PDFs (sewer, storm, street, landscape) and digitizing those features in ArcGIS Pro.

LICENSES/CERTIFICATES: Possession of, and continuously throughout employment, a valid California Class “C” Driver’s License or equivalent.
