The Middlesex Sheriff's Office ("MSO") is seeking a qualified professional for the position of Payroll Director ("Director") to work in the Human Resources Department at the Administrative Office located in Woburn, MA. The Director will be responsible for overall supervision of the day-to-day operation of the payroll department and offer organizational leadership. The Director will also be the primary contact and responsible for working with the Chief Financial Officer (or their designee) regarding the forecasting, monitoring and reporting of all payroll expenditures at the MSO. The hours of work will be 9:00a.m. to 5:00p.m. Monday through Friday and subject to change based on the discretion of management and the needs of the Human Resources Department. This is a full-time, non-exempt, at-will employment position that requires a flexible work schedule. The position reports to the Assistant Superintendent / Human Resources or their designee.
Additional responsibilities of the Director include, but are not limited, to the following:
Ensuring the bi-weekly payroll is processed accurately and efficiently then balanced properly in accordance with all federal and state guidelines, as well as, all MSO polies and applicable collective bargaining agreements;
Meeting regularly with Fiscal regarding the forecasting, monitoring and Commonwealth of Massachusetts reporting of all payroll expenditures at the MSO;
Supervising all staff responsible for the processing of payroll;
Providing consistent oversight on all facets of daily payroll records;
Facilitating any needed extractions of payroll information from the internal MSO payroll system;
Interpreting labor agreements and ensuring employee benefits are paid in accordance with all applicable provisions of said agreements;
Overseeing the proper facilitation of any needed employee garnishments or any other statutorily required garnishments.
Providing accuracy and efficiency in the issuance of required manual checks through the Commonwealth of Massachusetts 'DynaCash' account;
Overseeing the annual sick conversion process, reconciliation of military time paid to MSO employees and any review and reconciliation needed of deferred compensation deductions and payments;
Working in conjunction with Legal, Fiscal and Human Resource Managers as appropriate to address all payroll issues;
Assisting Legal and Human Resources with responding to grievances and preparing for arbitrations regarding payroll and other benefits within the collective bargaining agreements, as needed;
Serving as the appointed department head security manager for state reporting purposes and liaison to any Commonwealth of Massachusetts agency that requires payroll representation;
Maintaining strong working knowledge of the Commonwealth of Massachusetts Human Resource Compensation Management System ("HR/CMS"), Human Resources Division ("HRD") payroll guidelines and Massachusetts Management Accounting and Reporting System ("MMARS");
Assisting with processing payroll for members of the payroll team due to absences;
Evaluating and assisting with training development for staff;
Attending beneficial training sessions and other meetings outside of regular working hours;
Assisting payroll team members responding to employee inquiries regarding payroll needs and also addressing any escalated payroll issues with employees;
Performing other payroll/human resources duties as required by the Assistant Superintendent / Human Resources, the Assistant Director of Human Resources or their designee.
The individual selected for the position of Payroll Director must have the ability to exercise good judgment and focus on detail as required by the job. Maintaining highly confidential employee personnel information and must not disclose/discuss any confidential information they are made aware of during the course of their duties. The individual selected for the position of Payroll Director shall also be cognizant of the highly confidential and sensitive nature of working in a law enforcement agency and must comply with all institutional rules regarding safety and security.
Qualifications:
Bachelor's degree in Human Resources or related field preferred and must have three (3) to five (5) years of experience in administering payroll;
Two (2) years of experience supervising/managing employees, preferred;
Proven experience and knowledge of all federal and state payroll guidelines;
Demonstrated experience with payroll budget forecasting, monitoring and reporting;
Must have proven working knowledge of HR/CMS, HRD payroll guidelines and MMARS;
Ensuring accuracy and efficiency in the issuance of payroll;
Proven experience working with Microsoft Excel, Access and Word is mandatory;
Must be able to work independently in a fast-paced environment, be customer service oriented with experience in handling conflict in a positive manner, able to handle a large volume of work and be vigilant about accuracy, efficiency and attention to detail;
Familiarity with the implementation of provisions of collective bargaining agreements;
Strong oral, written, organizational and time management skills with the ability to maintain comprehensive and cohesive records;
In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire. Must have an active valid driver's license, the right to legally operate a motor vehicle in Massachusetts and pass a criminal background check, which includes medical, drug (including marijuana) and psychological screenings.
