Program Director – Toll Roadways - 632115
Location: Florida (Relocation Assistance Available)
We are seeking an experienced Program Director to lead a multidisciplinary team supporting Florida’s Turnpike Enterprise. This high-impact role will oversee planning and program management for toll roadway projects, including upgrades, expansions, and long-range master planning. The ideal candidate will bring strong leadership skills, a deep understanding of toll facility planning and design, and experience working with executive-level stakeholders.
Key Requirements (Must-Haves):
Minimum 12+ years of relevant experience in transportation or tollway project management
Professional licensure required: PE, PTOE, or AICP (at least one is mandatory)
Demonstrated experience in tollway planning, upgrades, and expansion projects
Proven background in Master Planning
Hands-on experience with PD&E (Project Development & Environment) studies
Core Responsibilities:
Lead a cross-functional team of engineers, planners, and financial analysts in daily program operations
Serve as the primary point of contact for Florida’s Turnpike Enterprise, delivering strategic guidance and future vision
Coordinate with other Program Managers across Engineering, Tolling, and Operations contracts
Interface with executive-level clients, senior public officials, and agency stakeholders
Identify, assess, and manage program-level risks with significant financial impact
Provide oversight to staff and subcontractors, ensuring alignment with scope, budget, and timeline
Mentor Deputy Project Managers and help develop internal leadership talent
Oversee multiple projects of varying size and complexity
Required Qualifications:
Bachelor’s degree in Engineering, Finance, or a related discipline
12+ years of program or project management experience in transportation or related technical fields
(Equivalent education/experience may be considered)
Preferred Qualifications:
Expertise in tolling systems, traffic engineering, planning, and traffic & revenue forecasting
Experience with bond sales, rating agencies, and financial covenants
Familiarity with self-funded state transportation programs, particularly within Florida
Prior experience in the engineering consulting industry
Proven ability to manage large-scale, multidisciplinary transportation programs involving:
Traffic modeling and forecasting
Planning and PD&E
Engineering coordination
Annual performance and financial reporting
