Outcomes:
The successful candidate is expected to accomplish the following outcomes during the first year in the position:
Formally track all tasks, to include assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
Master position tasks within 60 days and exceed requirements within 90 days.
Responsibilities:
The Program Analyst – SME provides Intelligence support for JBSA – Lackland. The contractor shall conduct intelligence research, prepare and present intelligence briefings, prepare intelligence assessments and studies, prepare concise written reports, and advice and recommendations. Per PWS sections 1.3.5, Intelligence Support, and 1.3.6, Intelligence Oversight Compliance, specific responsibilities include but are not limited to:
Intelligence Support:
Provide SME expertise in technology applications, design concepts, and operations associated with classified DoD computer networks.
Provide off-site technical intelligence and management support to JBSA requirements.
Work collaboratively with other intelligence analysts and technology specialists.
Create actionable information activities intelligence (e.g., military intelligence analysis) across the various intelligence disciplines/domains or scientific and technical intelligence; or, within the business, competitive, and market intelligence domains.
Produce intelligence reports in a variety of formats for concise, succinct, and clear delivery (RR #46).
Develop expedited intelligence reports by utilizing advanced text and visual analytics.
Intelligence Oversight Compliance:
Adhere to the relevant provisions of EO 12333, as amended, DoD Manual 5240.01, DoDD 5148.13, DoD 5240.1-R, as amended (Proc 11-13), Air Force Instruction 14-104, and all other relevant DoD Intelligence issuances and training requirements applicable to intelligence, counterintelligence and intelligence related activities.
Adhere to all relevant Federal laws, DoD and DAF policies, regulations, directives, issuances and training requirements regarding counterintelligence and counterintelligence investigations.
Qualifications:
The candidate must have the following qualifications:
Minimum of fifteen (15) years of work-related experience.
Of those 10 years, at least ten (10) years of work-related experience supporting a component of the DoD.
Expertise in program management, technical or business analysis discipline, related to defense systems acquisition and life-cycle management.
Experience in producing actionable information and research reports.
Knowledge of the principles, policies, and practices of system acquisition to plan, organize and coordinate critical aspects of the development, production deployment, and sustainment of systems, subsystems, and equipment.
Experience in the program/project status, schedules, and DoD reporting.
The following qualifications are desired:
Experience in support to coalition or bilateral military information sharing activities.
Agreements coordination – three years or more of international program coordination experience with a component of the DoD.
Experience drafting and executing MOUs/MOAs and 7600s.
