What you will do

Utility Manager reporting to the Facilities & Engineering, Senior Manager as the domain expert responsible for leading utility engineering team and for overseeing the efficient and reliable operation of an organization's utility systems, including clean and black utility system, water, wastewater, gas, and other essential services. This includes ensure compliance with regulations, handle budgets, and implement strategies for cost-effective and sustainable utility management. This position interacts with multiple levels and functions across the organization. The role requires strong leadership and collaboration skills, and the ability to approach technical issues with a science-based mentality while provides clear direction within the area of expertise.

Responsibilities:

Organizational Leadership

ASM F&E Site Extended Leadership team member

Key support for site and team vision, mission, goals and objectives

Management of team performance and career development

Representing F&E Utility function as the key site cross-function and network stakeholders management and network meetings

Engineering Technical and Compliance Leadership

Site technical representative for Amgen global networks comprised of commercial, clinical sites e.g. Critical Utilities Network (CUN), Engineering Global Network (EGN), Maintenance and Operation Global Network (MOGN)

Maintain accurate documentation and reporting for audits, regulatory inspections, and other compliance needs.

Subject matter expert (SME) lead of utilities GMP system for internal & external regulatory inspection & audit.

Partnership with Maintenance & Utilities operation team to ensure alignment on maintenance, operation, and system improvement plans

Utility System Management

Accountable for analyzing, monitoring and trending system operation and reliability performance of site utilities, HVAC and controlled temperature rooms

Maintain system qualification and Certification program

Oversee Building Management System (BMS) and Qualified Environmental Management System (QEMS)

Oversee maintenance program for utilities, HVAC and controlled temperature rooms

Interface with Amgen network to align operation and compliance standard methodologies

Overall ownership for the operation and reliability program of Utility Systems

Accountable for investigation of non-conformances, development of corrective and preventive actions and generation and implementation of change controls

Utilities and Process equipment knowledge to perform troubleshooting of failures or malfunctions and/ or the development of technical assessments

Monitor utility consumption, identify opportunities for cost savings and energy efficiency, and manage budgets

Develops, organizes, analyses and presents interpretation of results for operational issues or engineering projects of significant scope and complexity

What we expect of you

Basic Qualifications

Doctorate degree OR

Master’s degree and 2 years of directly related experience OR

Bachelor’s degree in Engineering related and 4 years of directly related experience OR

Diploma and 8 years of directly related experience

Engineering background focusing on cGMP manufacturing and utilities system for Biotech / API plants

Knowledge of biotech / API manufacturing processes and flow

Knowledge in Automation systems and processes such as RD’s, Delta-V, BMS and PLC

Project management certifications and Safety certifications (WAH Manager)

Knowledge of CMMS, AutoCAD, BIM and other 3D modeling

Experience in Commissioning and qualification of GMP equipment and regulatory requirement

Experience with regulated environments (i.e. cGMP, USP, ISPE, EPA)

Ability to resolve conflicts, make disciplined decisions and handle multiple tasks projects at a time

Project execution skills, proficiency in project management methodology and Management of contractors and vendors

Strong planning, strategic and organizational management skills

Flexibility to work off-hour

Ability to tactfully negotiate and positively influence peers and executive leadership

Fluency in communications skills, both oral and written, including presentation skills

Good knowledge of computer systems using data base programs, scheduling software, spreadsheets, power point (presentation applications)
