The Team: The Colorado Springs Stormwater Enterprise is dedicated to creating a safer, cleaner, healthier, and more beautiful city through the protection and improvement of our community's stormwater infrastructure and waterways. The Division seeks to accomplish these objectives with a comprehensive approach to managing our stormwater resources.

Hourly Salary: $31.11 - $37.35

Job Type: Full-Time, Non-Exempt

Work Schedule: Monday - Friday; 7:00AM - 4:30PM; subject to on call/standby and emergency call out

As an Inspector II for Stormwater Enterprise, you will:

Perform technical initial, interim and final grading and erosion control inspections for assigned construction projects

Investigate citizen and business stormwater drainage complaints respective to assigned area of responsibility

Ensure that all work completed complies with City codes, engineering standards, specifications and plans

Support storm pipe video truck operations; participate in on-call response to illicit discharge events and assist team as a technical resource to citizens

Ensure all projects are conducted in compliance with local, state, and federal laws, codes, and regulations

Assist the SWENT Division Manager, Water Quality Program Manager, and Engineering Supervisor with project development

Coordinate with contractors and agencies involved in the project

Inspect and evaluate installation of construction site sediment and erosion control measures

Review and inspect construction sites for final release of financial assurances

Respond to inquiries, concerns, and complaints; investigate and resolve issues

Serve as a technical advisor to City staff, contractors, developers, engineers, and consultants

Submit reports of construction site activities

Prepare analytical and statistical reports; maintain files and records

Assist Engineering Supervisor and Engineering Inspectors with stormwater infrastructure video-truck operations

Periodically serve as on-call Illicit Discharge responder (approximately 8 weeks/year)

We are looking for candidates who demonstrate:

Knowledge of:

The City's MS4 Permit

Principles and practices of construction inspection and record keeping

Principles of sediment and erosion control practices

Familiarity with the City's Stormwater Construction Manual and Drainage Criteria Manuals

Pertinent federal, state, and local laws, codes, and regulations

Familiarity with grading and construction pollutant control measures, stormwater conveyance and treatment systems

Basic principles of civil engineering and construction management

Basic principles of mapping, technical engineering drawings and specifications

Ability to:

Perform technical engineering inspections of construction sites

Submit reports of inspection activities

Assure construction is in compliance with city standards, plans, and specifications

Read and interpret engineering plans and specifications

Ensure all assigned activities are in compliance with applicable federal, state, and local laws, codes, and regulations

Interpret and explain pertinent City policies and procedures

Communicate clearly and concisely, orally and in writing

Establish and maintain effective working relationships

Work safely and independently

Additional Qualifications/Responsibilities

Minimum Qualifications

Equivalent to the completion of the twelfth grade (high school diploma or GED)

Three years of full-time, professional experience in a related field

Possess, or obtain upon hire, and maintain a valid, non-probationary Colorado driver's license not subject to restriction related to alcohol and/or drug violations or pending charges

Preferred Qualifications

Experience with stormwater management and erosion control

Certified Inspector of Sediment and Erosion Control

Knowledge and/or experience with ArcGIS, Cartegraph, Excel, and Accela
