CANDIDATE SKILLS AND QUALIFICATIONS
Minimum Requirements (Required Experience - 8 Years Unless Noted Otherwise)
IT project management experience
Experience in the IT industry, with at least 5 years in:
Data management solutions (e.g., data warehouses, data lakes)
Data analytics / business intelligence
Web-based (J2EE) development
Service-Oriented Architecture (SOA)
Excellent verbal and written communication skills
Experience developing clear, concise project documentation
Team management, including:
Leading team meetings
Assigning tasks
Mentoring
Facilitating and training
Experience with risk management practices for monitoring progress to plan
Keeping leadership informed of project issues and progress
Strong problem resolution skills
Full lifecycle project management (PMLC) and software development (SDLC) experience
Tracking full project budget and entering actual costs in project tracking tools
Leading Agile project sprints, including:
Planning increments
Backlog grooming
Sprint planning
Daily scrums
Retrospectives
Kanban board usage Preferred Experience
6 years - Experience in the healthcare industry, especially public health
6 years - Managing multi-agency or multi-IT department initiatives
6 years - Work within a Health and Human Services agency
5 years - Managing weekly TSS Sprint Team activities with the State of Texas
5 years - Managing resources in a mixed functional and matrixed project environment
5 years - Developing, documenting, and executing project/work/quality management plans
5 years - Full lifecycle involvement from analysis and planning to development and deployment
5 years - Building and managing IT project teams, with strong motivational leadership
3 years - Experience with access & eligibility programs

Position is ONSITE at the location listed above. Program will only accept LOCAL ONLY candidates for this position.
