*SALARY RANGE*

The *starting* salary range for Data Analyst II is $86,800 - $108,500 (based on qualifications). With tenure and strong performance _in this role_ an employee may earn up to a maximum of $130,200, annualized.

The *starting* salary range for the Data Analyst III is $101,120 - $126,400 (based on qualifications). With tenure and strong performance _in this role_ an employee may earn up to a maximum of $151,680, annualized.

The *starting* salary range for the Data Analyst Senior is $114,960 - $143,700 (based on qualifications). With tenure and strong performance _in this role_ an employee may earn up to a maximum of $172,440, annualized.

*Introductory Period:* New employees holding regular positions must complete an introductory period of twelve months.

_*Data Analyst II*_

*Overview*

The Data Analyst II will design, develop, enhance and utilize data analytics and business intelligence information, with assistance from higher level Analysts, and will contribute to the development of business processes as assigned to enable the District to build and sustain a 'best in industry' data-driven decision-making environment, supporting a culture of continuous learning and continuous process improvement.

*Responsibilities*

* Data Analytics – Contribute to the design, development, enhancement, and the use of data analytics and tools to meet customer and business decision-making needs. Analyze structured data and related information and formulate a wide range of insights. Contribute to changes and recommendations provided by senior analysts. Perform research and analysis on data analytics practices and techniques. Be a resource for data analytics in special projects, client requests and reports requiring analytics. May Programmatically evaluate noisy data and develop automated analytics processes. Explore data sources, processes, uses, definitions, clean, process and translate data into model designs that are later moved to production and maintained.

* Business Intelligence - Collaborate on design, development, and troubleshoot new and existing business intelligence reporting tools. Identify data-driven information, metrics and reporting needs and requirements. Seek opportunities for stakeholders to utilize data analytics and business intelligence tools to enhance District’s capabilities in being a data-driven organization. Test and validate tools and data for accuracy. May Conduct quality assurance checks, create recurring reports and assist the development of reporting dashboards.

* Reporting, Communications and Collaboration - Build and maintain strong collaborative working relationships. Provide regular progress updates and feedback to management and customers. Leverage internal subject matter expertise. Perform ad-hoc requests, including data analytics, reporting needs, process improvements and automations. Make written and verbal recommendations to management to provide ongoing insight into strategy and operations.

A fully skilled incumbent will have the following knowledge skills & abilities:

* Demonstrated skills in analytics around large structured production data and operational datasets using a variety of general mathematic techniques.

* Working knowledge of quantitative analysis and programming techniques, such as R, Python SQL, and other tools to translate complex and diverse data structures into useful insights to support decision-making.

* Demonstrated knowledge of business intelligence tools like Power BI, Tableau, Oracle Business Intelligence, or similar.

* Ability to build relational data and reporting models in BI tools such as Power BI.

* Knowledge of online analytical processing (OLAP), software as a service application, data cubes, SQL tools, business objects and data mining tools, and similar tools.

* Knowledge of analytics, data mining, and data cleansing.

* Working knowledge of analytical, data visualization, and machine learning techniques, such as cluster analysis and neural networks.

* Familiarity with time-series data and tools such as AVEVA PI and work management tools such as Maximo or Primavera.

*Overview*

The Data Analyst III will independently design, develop, enhance and utilize data analytics and business intelligence information, and will participate in complex business process design or redesign projects as a team member to enable the District to build and sustain a 'best in industry' data-driven decision-making environment, supporting a culture of continuous learning and continuous process improvement.

*Responsibilities*

* Data Analytics - Initiate and coordinate design, development, enhancement and the use of data analytics and tools and provide mentoring and guidance to peers and subordinate staff to respond to internal analytical requests. Analyze more unstructured data, draw conclusions, and make recommendations. Perform extensive analysis of large and diverse datasets. May Programmatically evaluate noisy data and develop automated analytics processes. Explore data sources, processes, uses, definitions, clean, process and translate data into model designs that are later moved to production and maintained.

* Business Intelligence - Initiate and coordinate the design, development and implementation of business intelligence solutions. Participate and potentially lead discussions with the Data Analytics and Business Intelligence core team. Research and evaluates new and existing data analytics and business intelligence reporting tools. May Test and validate tools and data for accuracy; conduct quality assurance checks, create recurring reports, and develop reporting dashboards.

* Reporting, Communications and Collaboration - Foster strong collaborative working relationships with members of cross-functional teams and internal stakeholders, prioritizing, and resolving roadblocks, and seeking ways to improve methods for utilization of data analytics and business intelligence. Develop executive level presentations and management communications. Perform ad-hoc requests as assigned and make recommendations to management related to strategy and operations insights. * Knowledge of data warehousing/business intelligence best practices, methodologies, standards, and data architectures.

* Data Analytics - Initiate, coordinate and lead the design, development and use of advanced data analytics and tools and provide mentoring and guidance to peers and subordinate staff to respond to internal analytical requests. Analyze complex and sometimes unstructured data, draw conclusions, and make recommendations. Perform complex and extensive analysis of large and diverse datasets through advanced mathematical or machine learning methods. Programmatically evaluate noisy data and develop automated analytics processes; explore data sources, processes, uses and definition and clean, process and translate data into model designs that are tested, refined, moved to production, and maintained.
