Reporting to the Vice President of Safety and Facilities, this position is responsible for all emergency management and campus resilience efforts, as well as the overall leadership of the security department. Responsibilities include the development of an institutional strategy and educational awareness around business continuity, emergency preparedness, and resilience efforts appropriate for an urban university campus. The Assistant Vice President overseas security operations and the direct supervision of the security leadership team. Duties include drafting emergency preparedness plans, training others on emergency protocols, and initiating emergency response measures. This position will be the main emergency management liaison to all students, staff, and faculty.

RESPONSIBILITIES

Emergency Management and Resilience

Assess business continuity risks, develop mitigation plans, and socialize those plans with the campus community.

Serve as a business resilience and continuity subject matter expert based upon knowledge of relevant laws, regulations, standards and industry practices.

Collaborate with division and unit leaders to prepare and evaluate continuity plans for their respective areas.

Research, strategize responses, and educate key leaders related to potential threats from natural disasters, social unrest, or any other form of disruption to university operations.

Build relationships and broaden network to include local organizations, nearby institutions, federal, state, and local agencies that could be a resource during an emergency.

Oversee, develop, and coordinate appropriate emergency response training for leaders, faculty, staff, and students. Conduct tabletop training exercises on a quarterly basis.

Maintain knowledge of institutional resilience management practices including crisis management, emergency preparedness, information technology disaster recovery and physical security.

Publication of all emergency protocols; establish and maintain an emergency response webpage.

Conduct post-event evaluations and issue related reports and recommendations for future occurrences.

Security Operations

Supervise and manage department staff, allocate work, coach, and train staff, evaluating performance and making recommendations for improvements & fostering employee engagement.

Development of new programs to elevate the level of personal safety on campus and continually update and evaluate safety operation protocols.

Primary liaison with local, state, and federal law enforcement agencies.

Establish a network with other senior university safety officials to ensure campus safety protocols are leading the industry.

Coordination with Marketing and Communications in developing public relation efforts to promote the concept of personal security on campus.

Regular attendance at various academic and administrative departmental meetings to address security concerns.

MINIMUM QUALIFICATIONS

A bachelor’s degree in a field such as security and protective service, public administration, government, emergency management or business.

15-20 years of progressive leadership experience working in the field of emergency management and security operations.

Knowledge and familiarity with federal, state, and local emergency agencies and the services they provide.

Excellent verbal and written communication skills.

Demonstrated ability to remain calm in crisis situations.

Ability to use critical thinking and make sound decisions in stressful environments.

PREFERRED QUALIFICATIONS

Advanced degree, such as a master’s in emergency & disaster management or public safety administration.

Certified Emergency Manager (CEM) and/or Certified Business Continuity Professional (CBCP).

Completion of FEMA ICS courses (ICS-100, ICS-200, ICS-300, ICS-400, IS-700, and IS-800).

Experience working in a higher education environment.

WORK MODE

On Campus – This position is required to be on-campus, full-time, Monday-Friday. Weekend and evening hours required for special events.

SALARY RANGE

$175,000 – $200,000 annually
