General Statement

The Cross Connection Control Coordinator, under limited supervision, administers and enforces the County's Cross Connection Control Program. Work involves both residential and commercial customers, providing public information and education, reviewing plans, conducting inspections of commercial establishments, coordinating with commercial and residential customers, maintaining accurate records, and responding to inquiries. This position serves as the Operator in Responsible Charge (ORC) of the distribution system's Cross Connection Control program.

Essential Functions

Administers and manages the development and promotion of the Cross Connection Control Program.

Ensures compliance with the Federal Safe Drinking Water Act, North Carolina Drinking Water Act, and the North Carolina State Building Code which pertain to cross connections, auxiliary intakes and interconnections to establish an effective on-going program to control potential sources of contamination of the public drinking water supply.

Inspects and tests backflow prevention assemblies.

Prepares various reports.

Reviews commercial and industrial building and facility plans for compliance with the cross-connection control ordinance.

Conducts cross connection surveys of new construction and existing facilities; performs initial backflow inspections and tests devices on newly constructed facilities; and performs follow-up tests on selected existing backflow devices to ensure compliance.

Conducts initial inspections of construction sites for possible cross connection control hazards; conduct follow-up inspections to ensure the proper use of construction meters.

Reads and interprets drawings, diagrams, and blueprints; requisitions parts and supplies; may conduct employee safety meetings; and adheres to safety standards.

Serves as the primary point of contact for communication with backflow customers, testers and installers.

Serves as a liaison between the Cross Connection Control Program (CCCP) and the Customer Service, Operations and Administrative Departments, providing communication and training for processes where CCCP functions either affect or are affected by other interdepartmental processes.

Assists the Water Superintendent in development, implementation and maintenance of various programs and databases integral to the various functions of the CCCP, including, but not limited to: productivity, statistical data and metrics, training and communication.

Assists with record updates and data entry to include customer information and backflow installation, inspection and test results.

Coordinates all phases of CCCP Letter Notification Process, including development of letters, their controls and use in tracking compliance.

Takes the lead on handling returned Letter Notifications, coordinating corrective actions with Customer Service, IT and Cross Connection Compliance Inspectors.

In coordination with the Water Superintendent, communicates program requirements to internal and external customers through the Union County website.

Develops and distributes materials and other educational tools for backflow testers and installer.

Serves as CCCP Document Control Representative.

Coordinates with the Water Superintendent to develop and maintain Standard Operating Instructions, policies, procedures and training tools.

Prepares agendas for scheduled meetings.

Assists with daily administrative duties; purchasing card, travel arrangements, etc.

Identifies and recommend new processes for the CCCP.

Assembles data and prepare special reports to be used for internal reporting, including, but not limited to, productivity, program costs and effectiveness.

Performs other related duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS

Education and Experience:

Associate’s Degree from an accredited university, and five (5) years of experience; or equivalent combination of education and experience.

Licenses or Certifications:

Possession of a NC Water Distribution Grade B Operator Certification or equivalent or the ability to obtain within 18 months

Possession of a NC Cross Connection Control System Operator Certificate.

Must have a valid NC Driver’s License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.

PREFERRED QUALIFICATIONS

Education and Experience:

Associate’s Degree from an accredited university, and seven (7) years of experience in public water systems operations and testing or related field.

Licenses or Certifications:

Possession of a Level A Water Distribution Operator Certification.

Possession of a NC Cross Connection Control System Operator Certificate.

Must have a valid NC Driver’s License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.

Special Requirements:

Excellent verbal and written communications skills required in English and Spanish.

PHYSICAL DEMANDS

Must be physically able to operate a variety of machinery, equipment and tools including computers, calculators, radios, typewriters, samplers, etc. Must be physically able to operate a motor vehicle. Must be able to exert up to 40 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are for those for Medium Work.
