Position Information: Under general direction the GIS Analyst performs advanced professional-level geographic information systems (GIS) duties including the design, implementation, and maintenance of GIS applications, data layers, and infrastructure. Coordinates mapping services, supports multiple departments, oversees GIS-related projects, and ensures data integrity, system security, and compliance with city and legal standards.

Essential Job Duties

Designs, develops, and maintains GIS applications, data layers, and tools for internal and public use across paper, digital, and web platforms.

Coordinates and performs GIS data collection, conversion, editing, quality assurance, and cartographic output.

Manages and secures user access, system privileges, and data confidentiality for the City’s GIS environment.

Provides technical support, training, and documentation for GIS and GPS tools to City staff and external stakeholders.

Analyzes departmental needs, recommends GIS solutions, and collaborates with stakeholders on integration of GIS with City operations.

Administers GIS-related contracts and leads GIS projects from planning through implementation and evaluation.

Participates in long-term strategic planning, system upgrades, and emerging technology reviews to enhance GIS capabilities.

Represents the City in interagency meetings and supports public records responses related to GIS data.

Develops, documents, and improves operational processes, ensuring compliance with safety, security, and data standards.

Provides budget input for GIS-related software, hardware, and services.

Performs other duties, of a similar nature, as assigned by the IT Director.

Minimum Qualifications

Education and Experience – Candidates must meet one of the following two qualification paths:

Path 1:

Bachelor’s degree from an accredited college or university with major coursework in Geography, Geographic Information Systems (GIS), Computer Science, or a closely related field; AND a minimum of two (2) years of professional experience performing duties similar to those of a GIS Analyst.

Path 2:

Possession of a specialized technical GIS certificate from an accredited college or university; OR certification as a GIS Professional (GISP); AND a minimum of five (5) years of professional experience performing duties similar to those of a GIS Analyst.

Ideal Candidate Information

Required Knowledge and Skills:

Is proficient with Esri GIS software, including ArcGIS Pro and ArcGIS Online.

Experience with GPS equipment, geoprocessing scripting (e.g., Python/ArcPy), and cartographic design principles.

Knowledge and understanding of GIS data standards, public sector GIS practices, and principles of project management.

Can demonstrate the ability to provide technical support, training, and documentation in a professional environment.

Preferred: certification such as GISP or Esri technical certification (e.g., ArcGIS Desktop Associate or Professional).
