Definition:

Professional, administrative and overall management resulting in the safe and efficient operation and maintenance of the Municipal Airport. Also, responsible for determining maintenance, jet fuel and terminal operation requirements, including staff, to ensure appropriate service provisions. Responsible for developing capital improvement plans and annual operating budgets. Responsible for presenting policy matters to the Airport Commission for approval. Responsible for conducting an active program of public information and promotion to assure the community's recognition of the airport as an essential element of its quality of life and economic health; other related work as required.

Supervision:

Performs responsible duties requiring a high degree of individual initiative and independence from direct supervision. The Manager is responsible to the Cape Cod Gateway Airport Commission in the completion of the requirements of this

position; operating within commission policy guidelines established and documented by the Commission. The Manager is expected to operate within the parameters of good judgment, established business practices, and the law. Such supervision as is received from the Commission shall be by vote through official action of the Commission or as required by section seven of the Rules of Procedure for Cape Cod Gateway Airport Commission.

Responsibilities

Essential Functions:

Business Duties:

Responsible for the overall business operation and administration of the Airport; Recommends annual budget and develops capital improvement plans for Airport Commission approval. Monitors and reviews the revenue levels and expenditures to ensure adherence to budget limitations. Manages airport properties within margin guidelines established by the Airport Commission.

Responsible for the overall operation of fuel sales. Assures the economic administration of fuel sales.

Monitors control of inventories. Establishes prices and maintains appropriate margins with policy guidelines established by the Airport Commission.

Promotes public recognition and acceptance of the Airport as an essential element of the community infrastructure. Carries out a positive program to ensure favorable public relations through personal contact and public appearances.

Responsible for presenting policy matters to the Airport Commission for approval.

Actively participates in conferences and meetings of aeronautical and civic organizations relative to promotion of aviation activity in the community.

Submits annual goals and objectives to Commission.

Responsible for ensuring that both new and renewed leases are negotiated in accordance with Federal and State Laws and Commission policy.

Ensures that terms of leases and agreements with tenants and users are enforced.

Responsible for personnel management; recruitment, interviewing, hiring (asst. airport manager subject to Commission approval), orientation, training, scheduling and performance evaluations of airport personnel. This includes the development of appropriate documentation of job performance requirements.

Maintains qualified and adequate staff within the limits of union contracts and assures that personnel needs are included in an approved budget.

Participates in all union negotiations pertaining to Airport personnel with the assistance of the Town Manager or his/her duly appointed representative. While complying with collective bargaining guidelines, maintains liaison with Airport Commission during union negotiations.

Attends and participates in all Airport Commission meetings as well as committee meetings unless excused.

Acts as liaison between the Airport Commission and the Town of Barnstable by attending and participating in all Town department head meetings scheduled by the Town Manager.

Promotes the development of a favorable atmosphere for the growth of aviation at the Cape Cod Gateway Airport.

Responsible for collecting and depositing income due the Airport and maintains records of accounts receivable and payable being certain that internal records and town generated reports are in agreement.

Performs similar or related work as required or as situation dictates.

Qualifications

Recommended Minimum Qualifications

Education and Experience:

Minimum Bachelor's degree in aviation management, public administration, business management or related field.

Ten years' experience, three of which have been in supervisory capacity, in airport operations management (managing a facility similar or larger than the Cape Cod Gateway Airport), governmental management with emphasis on municipal management and budget preparation, or related field.

Master's degree in aviation management, public administration or related field preferred, or any equivalent combination of education and experience.

AAAE certification a plus, but is not required.

Special Requirements:

Capable of passing Transportation Security Administration (TSA) security check as a prerequisite to working in highly sensitive areas.

Must obtain Massachusetts Airport Manger's License upon appointment.

FAA Pilot Certificate is desirable but is not required.

Knowledge. Ability and Skills:

Knowledge:

Knowledge of general business practices, contract preparation and personnel management.

Knowledge of Federal and State grant application process, as well as ability to deal with appropriate governmental agencies. Strong background in developing municipal and public relations.

Proficient in public speaking and written communication.

Knowledge of FAA regulations, with a good working knowledge of Part 107 and Part 139.

General knowledge of administrative and management practices and Federal, State and Municipal regulations.

Ability:

Ability to deal effectively and diplomatically with state and federal agencies, other town officials, employees and the general public; ability to supervise and evaluate the work of subordinates.

Ability to maintain good public relations.

Ability to communicate effectively both orally and in writing.

Ability to exercise good judgment in adverse situations.

Ability to prepare capital plans and annual budgets; ability to plan, organize and direct the preparation of reports, analyze problems and formulate recommendations.

Ability to establish and maintain effective working relationships with employees, board/committee members, officials and the general public.

Skills:

Possession of mediation, conflict resolution and leadership skills.

Excellent communication and public relations skills.

Skill in use of personal computers, particularly word processing, database, spreadsheet and internet applications.
