SUMMARY The Emergency Management Coordinator is responsible for developing, implementing, and maintaining the City of Angleton's emergency management programs.

This role ensures the city is prepared for, responds to, and recovers from emergencies effectively while maintaining compliance with local, state, and federal regulations.

**This position is safety-sensitive and is subject to random drug and alcohol testing.

ESSENTIAL DUTIES AND RESPONSIBILITIES The statements below are intended to describe the general nature and level of work being performed by the individual(s) assigned to this position.

The position description is subject to change by the city as the city's needs and the position's requirements evolve.

Develops and maintains the City's Emergency Operations Plan (EOP) and related annexes, ensuring compliance with federal, state, and local requirements.

Serves as the City's liaison with FEMA, the Texas Division of Emergency Management (TDEM), Brazoria County Emergency Management, Homeland Security, and local municipalities.

Coordinates training programs and emergency operations drills to prepare city staff for rapid and effective emergency response.

Facilitates the National Incident Management System (NIMS) and Incident Command System (ICS) training with a multi-year training plan of at least two years to maintain jurisdictional compliance with TDEM and FEMA.

Works with Fire and Police Department Training Officers to ensure first responders receive necessary training.

Establishes, maintains, and trains essential personnel on Emergency Operations Center (EOC) procedures at City Hall.

Ensures the City maintains an updated DEM 147 signed by the Mayor.

Oversee the operational readiness of the EOC, including communication equipment and response protocols.

Develops, implements, and updates the City's COOP/COG to ensure government continuity during emergencies.

Works with IT and key departments to integrate COOP planning into routine operations.

Maintains and updates the City's Hazard Mitigation Plan every five years.

Establishes and maintains Mutual Aid Agreements with neighboring jurisdictions, agencies, and private organizations.

Maintains a disaster debris management plan to facilitate cleanup efforts after a disaster.

Develop and distribute preparedness materials to residents and businesses.

Manages the City's emergency alert and social media communications to ensure timely updates before, during, and after emergencies.

Administers disaster reimbursement programs to secure financial recovery for the City.

Manages grant applications and reporting for emergency preparedness funding.

QUALIFICATIONS AND REQUIREMENTS The preferred way to obtain the minimum knowledge, skills, and abilities required to perform the essential duties and responsibilities of this position is listed below.

Education & Experience A bachelor's degree from a regionally accredited institution is preferred.

Minimum of five (5) years of progressively responsible experience in emergency management, public safety, risk management, or facilities coordination in a US disaster prone area.

Equivalent combinations of education, training, and experience may be considered.

Licenses & Certifications Required: FEMA NIMS/ICS Courses: 100, 200, 300, 400, 700, and 800 FEMA Advanced Professional Series (APS) E/G 202 – Debris Management Planning for State, Local, and Tribal Officials Required within 12 months of hire: T-ACC600 Disaster Accounting Basics T-PRO700 TDEM Procurement Training O-305 / TEEX 314 All Hazards Incident Management Team Preferred/Required within 5 years: Texas Emergency Manager (TEM) Certified Emergency Manager (CEM) Must possess a valid driver's license in good standing and must maintain.

Disaster Preparedness and Response: Hazard identification, risk assessment, and vulnerability analysis (HIRA/VHA) to identify threats to the city.

Coordination of emergency operations across municipal, county, state, and federal agencies.

Best practices for mass evacuation, emergency sheltering, crisis communication, and public outreach.

Regulatory Compliance and Legal Frameworks: Texas Code 418 for Emergency Management and other applicable state laws governing disaster response.

FEMA Disaster Policies, Public Assistance (PA) Programs, and Individual Assistance (IA) Guidelines.

Federal and State legislative changes affecting emergency operations, funding, and municipal planning.

Americans with Disabilities Act (ADA) compliance in emergency planning to ensure accessibility.

Municipal Budgeting and Finance: Financial planning for emergency management, including budget forecasting, cost-benefit analysis, and resource allocation.

Grant writing and administration, with emphasis on FEMA's Hazard Mitigation Grant Program (HMGP), Pre-Disaster Mitigation (PDM), and Emergency Management Performance Grants (EMPG). Disaster cost recovery methods, including FEMA's Public Assistance program reimbursement.

Public Administration and Government Operations: Principles of government organization, interagency coordination, and emergency governance structures.

Policy development and program implementation in municipal government settings.

Methods for fostering collaborative relationships between local, state, and federal agencies.

Data Analysis, Reporting, and Risk Management: Application of GIS mapping for emergency response, hazard analysis, and vulnerable population tracking.

Database management and reporting techniques for tracking emergency incidents, response times, and resource deployment.

Research techniques and best practices in statistical analysis and data interpretation.

Technology and Communication Systems: Proficiency in WebEOC, GIS mapping software, emergency notification systems (IPAWS, Everbridge, or CodeRED). Two-way radio communication protocols and interoperability among emergency responders.

Social media and public alert systems for crisis communication and emergency updates.

Abilities Integrate Emergency Management Concepts into Citywide Planning: Apply the four phases of emergency management (mitigation, preparedness, response, and recovery) to develop comprehensive emergency plans.

Ensure the City's Emergency Operations Plan (EOP) is continuously updated and aligned with state and federal requirements.
