We are currently seeking a Program Manager to lead a team supporting a U.S. Navy foreign military sales (FMS) program office. This is a hybrid role with regular onsite presence at the Washington Navy Yard required by the government client.

What you’ll do:

The Program Manager will lead a team of FMS acquisition, logistics, and financial management professionals supporting the full lifecycle of FMS cases for the U.S. Navy.

Responsibilities:

Deliver excellent program management and strategic planning support to U.S. Navy clients throughout the contract lifecyle

Build and maintain essential relationships with direct clients and supporting commands

Evaluate program deficiencies, recommend improvements, and coordinate their implementation

Manage project engagements and individual work streams, providing support and creating products on deadlines as stipulated in existing contracts and statements-of-work

Calculate, track, and forecast project financials including burn rates, derived net profit, and other key finance metrics

Serve as business advisor to senior executives within the Federal government; build and maintain relationships with Federal government leaders and key industry subject-matter experts

Identify business development opportunities; writing white papers, leading proposal responses to act upon opportunities

Facilitate trainings and simulations to prepare recently promoted junior staff for their new roles; Coach junior staff members on navigating their career, project and firm opportunities; serve as performance evaluator during the year-end performance management process

Negotiate contract scope, rates and level-of-effort with clients, sub-contractors, vendors and teaming partners

Hire staff and negotiate compensation

Travel domestically and internationally, provide in-person support at MBC and client sites, and obtain and maintain professional certifications and security clearances as required by MBC and/or MBC’s clients. These requirements are subject to change without advance notice at the discretion of MBC and MBC’s clients

Qualifications:

At least 20 years of experience in fully lifecycle program management for FMS and Navy shipbuilding programs

Thorough knowledge of the FMS case lifecycle and all associated financial management, logistics management, contracts management, and technical processes and concepts

Ability to interact effectively with senior Navy, DOD, and Federal government stakeholders organizations

Project Management Professional (PMP) certification

Proficiency using Microsoft Word, Excel, PowerPoint, and SharePoint

Active DOD SECRET security clearance

Bachelor’s degree in an Engineering discipline from an institution accredited in the United States

Excellent attention to detail, organizational skills, and ability to multitask

Strong verbal and written interpersonal, communication, and presentation skills

Ability and willingness to travel domestically and internationally using a credit card or prepaid debit card as required by MBC and/or clients

Compensation Policy:

Salary ranges displayed are typical for this position, but MBC considers multiple factors when extending an offer. Factors include the role and associated responsibilities, a candidate's qualifications, and the contractual terms of the program.
