Administrative Staff and unclassified pursuant to §124.11 (A) (30) and §3333.03 of the Revised Code. Serves at the pleasure of the Chancellor and in a fiduciary capacity to the Ohio Department of Higher Education. Reports to the State Director, Aspire.
Works collaboratively within and outside of the Ohio Department of Higher Education to drive toward the purposeful integration of adult serving programs and services that lead to an improved system and adult student outcomes.
Assists in the development and implementation of strategic plans that lead to the integration and improvement of adult serving programs and services.
Assists with administration and management of Aspire which includes monitoring grants.
Provides management assistance, including planning, policy consulting, assessment, and implementation for the grant funded Aspire programs through site visits, individual consultations, group consultations, e-mail, webinars and telephone contacts for the state of Ohio.
Assists other Aspire program managers in implementation and evaluation of program design.
Participates and may lead Aspire statewide priority areas (e.g., assessment, ESOL, distance education, ABE/ASE, Integrated Education and Training).
Responds to inquiries from the field and general public.
Plans, organizes, and provides guidance for the review, evaluation, and improvement of local Aspire programs and services.
Conducts interviews with students, Aspire staff and other stakeholders both in-person and virtually.
Monitors compliance with state and federal policies, rules, and regulations for Workforce Innovation and Opportunity Act of 2014, ORC laws concerning adult education, EDGAR, The Adult Education & Family Literacy Act, Title II and Public Law 105-220.
Implements corrective action as necessary if funded activities do not meet performance standards at any time during Aspire grant cycles.
Assists with preparing and delivering customized presentations/workshops to Aspire funded programs.
Monitors state contracts associated with Aspire funding and ensure all aspects of the scope of services are carried out—including review and approval of deliverables.
Assists with continuous improvement efforts associated with the Aspire program.
Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Bachelor's degree.
Exceptional communication, presentation, and customer service skills.
Analytical with the ability to work independently while resolving issues.
Highly organized, self-motivated, flexible, professionally responsible, able to effectively manage a variety of duties simultaneously and work well as a member of a team.
Proficient in the use of Microsoft Word, Excel, and PowerPoint.
Strong knowledge of data management systems.
PREFERRED QUALIFICATIONS:
Master's degree.
Experience in the administration of adult workforce education programs.
