NOTE: This position may be scheduled as needed to work in Lewisville or Denton.

Under direction of the Manager of Human Resources, the Human Resources Technician will perform a wide variety of para-professional and support work in the Human Resources department for functions such as benefits, recruitment, employee support and outreach, and other Human Resources and administrative support functions.

ESSENTIAL FUNCTIONS

The following duties are standard for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.

Updates and maintains real-time all employee information in relevant systems, including new hire setup and data maintenance. Accurately maintains all employee information data within the Human Resources Information System.

Assists with preparation of various human resources and payroll related reports to management and finance as needed, such as for audits or annual reporting.

Provides front desk and phone coverage and may assist with receiving guests for administrative departments. Greets, receives and directs clients and visitors with a positive, helpful attitude. Accepts, logs and distributes incoming deliveries.

Maintains information and entries for TCDRS retirement accounts; benefits programs offered by DCTA, such as medical, dental, vision, FSA and supplemental benefit offerings; and deferred compensation plan(s). Processes employee enrollments, changes and terminations. Maintains and updates plan documents as needed. Maintains information and entries for COBRA program.

Assists the Director of Human Resources with reconciling monthly insurance benefit invoices with payroll deductions to ensure financial accuracy and compliance. Assists with preparing and maintaining requisitions, purchase orders, invoices and check requests.

Provides administrative support assistance for the human resources management functions including recruitment, benefits, compensation, employee outreach and support, training and development, employee relations, reporting, retention and records management.

Responsible for tracking and maintaining HR Dashboard information and other reporting.

Coordinates and assists with new hire orientation and onboarding. May provide benefits orientations.

Prepares correspondence and manages required paperwork for payroll and benefit changes.

Assists with annual benefit open enrollment processes and meetings.

Prepares and records employee identification badges.

Processes employment verification and records requests.

Serves as a member of the Wellness Committee and actively engages ideas to increase employee wellbeing.

Coordinates with departments and tracks all agency-required trainings (i.e., IT cybersecurity, annual procurement, etc.), and files documentation in personnel files.

Supports the record retention processes. Monitors and maintains the department’s scanning protocols.

Coordinates appointments and other requirements for pre-employment activities.

Assists with Freedom of Information Act (FOIA)/Public Information Requests, when needed.

Assists with all employee events and other engagement functions.

Provides administrative support and performs basic office duties, such as mail run/delivery, supply orders/inventory, scheduling meetings, maintaining staff calendars, screening phones calls and handling general inquiries. Maintains the open and close functions and supplies for the office daily (i.e. lights, copiers, supplies, break room). Maintains office inventory and needs.

REQUIREMENTS TO PERFORM WORK

Knowledge of:

Basic knowledge of Human Resources practices

Working knowledge of Affordable Care Act and Insurance reporting/compliance

Basic knowledge of payroll laws preferred.

Kronos Payroll System (“UKG Ready”) experience preferred.

Proper usage of English Language, with strong professional communication skills, both written and verbal

Microsoft Office suite including Word, Excel, PowerPoint, Outlook

Principles and practices of routine analytical research

Ability to:

Understand and follow oral and written instructions.

Compile and maintain complex and extensive records.

EDUCATION AND EXPERIENCE

High School diploma required; Associates’ degree in business, human resources, or related field preferred

Two (2) years of experience in human resources, training, payroll, and/or benefits, or equivalent combination of relevant education and experience

SHRM-CP/SCP (PHR/SPHR) certification a plus

Special Requirement: Hold a current valid Texas Driver’s License or have the ability to obtain one upon entry into the position.

PHYSICAL ACTIVITIES

Physical activity includes, but is not limited to: on a continuous basis, sit at a desk for long periods of time; intermittently twist and reach office equipment; write or use keyboard to communicate through written means; occasionally run errands; lift light weight; reaching above the waist, reaching below the waist, and reaching waist to shoulder to reach inventory on shelves; repetitive motion and fingering when using computer keyboard; talking and hearing when dealing with customers.
