Position Summary Description

Accountable for the engineering, designing, testing, commissioning, and maintaining, the Seminole’s Energy Management System (EMS) and associated databases and systems in a manner that safely and reliably monitor, control, and optimize the performance of the generation resources and transmission infrastructure. Develops, implements, and maintains operational and maintenance plans, processes, and procedures that are effective and efficient at meeting regulatory compliance requirements, corporate standards, and guidelines, in addition to industry standards and best practices. Manages EMS and SCADA projects. Work activities involve a high degree of complexity with respect to technical engineering concepts, tools, databases and systems and the ability to work independently as well as team environments. May provide direction and technical support to technicians, operators and other non-engineering staff as needed.

Essential Functions

Implements EMS databases (SCADA, FEP, ICCP) and displays for all existing and new field installations, in consultation with operations technicians, other engineers, and/or system operations staff

Assures documented point-to-point validation of field (RTU) inputs through the SCADA database and to applicable operational displays prior to release for operations, in coordination with operators, field technicians, and/or other engineers

Designs and implements code changes in the EMS OpenCal subsystem as necessary

Programs and reviews settings in RTUs and other non-control field equipment

Designs, reviews, and troubleshoots data communications within field environments

Manages assigned capital and expense EMS, SCADA and/or related projects from project approval through project closeout

Implements changes to the SCADA, FEP, ICCP and other EMS databases in accordance with system and field changes as outlined in ‘request for change’ tickets

Designs, implements, and validates EMS displays in accordance with established guidelines, practices, and request for change tickets

Assures all telemetered (SCADA) values are properly indicated on EMS operational displays in accordance with operations guidelines and defined standards

Creates and installs the monthly load estimation curve files on EMS and supports validation of real-time load data

Assesses, installs, and tests assigned security patches, anti-virus updates, operating systems updates, and software enhancements

Serves as Subject Matter Expert (SME) with compliance of assigned NERC Reliability Standards which includes participating in audits in addition to developing RSAWS, self-reports and mitigation plans and other ad hoc reports, as required

Produces, designs, and modifies documentation in accordance with department Operating Instructions and Operating Practices to ensure system integrity and compliance with NERC standards and other applicable industry standards and best practices

Participates in the investigation of operational incidents and/or equipment failures that may lead to reportable events, performs sequence of event review, analysis of recorders and logs to perform root cause analysis to develop recommendations and corrective actions to mitigate future occurrences.

Serves as on-call engineering contact for EMS and/or SCADA matters periodically

Performs NERC Compliance Program roles if/as designated in Seminole’s Standard Ownership Matrix (SOM) including ongoing evidence retention in “audit-ready” form as applicable and directed. You should also be familiar with Seminole’s Enterprise Internal Compliance Program (ENT-GCD-RGC-EP-054) to further your understanding of Seminole’s compliance program and the context of your duties and responsibilities attendant to your designation in the SOM.

Performs other duties as applicable to the position or as assigned.

Qualifications and Education Requirements

Bachelor’s degree in electrical engineering or computer engineering from an ABET accredited institution. Minimum of six (6) years of experience in engineering, testing, maintenance and/or operations of Energy Management Systems, Supervisory Control and Data Acquisition Systems, Remote Terminal Units, System Protection Schemes and/or associated communication systems and equipment in a plant or substation environment. A master’s degree in engineering, or registration as a Professional Engineer (PE) will equate to one (1) year of experience. Experience in managing EMS, SCADA and/or other related projects. Professional Engineer (PE) License is a plus. Ability to effectively express engineering and other technical information to non-engineering staff. Experience solving real-time technical issues and addressing problems independently while serving on-call functions.

Physical Requirements

Must be able to follow established protective measures including wearing required personal protective equipment (PPE). Must possess a valid driver’s license and acceptable Motor Vehicle Report.

Working Conditions

Work is indoors with occasional travel away from the office environment. Must be available to work outside normal business hours and occasionally stay out of town. While working in certain areas of generation facilities, there may be extreme temperatures and conditions.
