Utility Specialist 2 (Field Compliance Investigator)

Power Siting Department

Hourly Rate: $35.31

About Power Siting Department:

The Power Siting Department reviews applications before the Ohio Power Siting Board. Staff investigate the application on various criteria outlined in Ohio Revised Code and file a report of investigation that serves as a recommendation to the Board. The department also houses the PUCO's geographic information system (GIS) team.

What You'll do:

In this position as Utility Specialist 2, your duties will consist of but not limited to the following:

Functions with a minimal level of supervision after consultation with the Field Compliance Supervisor to determine objectives and methods applicable to compliance related cases

Serves as a specialist in utility regulation as it applies to both the electric and gas industry, including generation and transmission

Knowledge of growing trends and advancing technologies in the fields of pipeline and electric transmission, generation, and solar farm construction and operation including mixed use scenarios involving agrivoltaics and sheep grazing operations

Independently investigates complex cases based on a solid understanding of rules applicable to public and environmental impacts, specific project conditions and commitments, and preservation of cultural resources

Coordinates investigations with various state and federal agencies related to compliance of OPSB projects as to permit statutes, OPSB certificates, and multi-agency policies

Assists in the development, enforcement, or revision of policies and procedures bearing upon regulatory compliance, performance analysis, and customer service

Performs extensive field work to include, but not necessary be limited to (1) walking distances of one mile or more across rugged or muddy terrain, (2) standing for multiple hours in uneven terrain and inclement weather, (3) working in close proximity to heavy construction equipment, and (4) operating a fleet vehicle safely over long distances and occasionally in active construction zones where roads may not exist

Prepares and/or presents guidance related to best management practices (BMPs) at meetings with developers, construction personnel, legal representatives, consultants regarding construction and operation methods, and results gleaned from technical oversight across the state

Completion of graduate core program or 3 yrs. exp. in one or more of following academic fields; accounting, code enforcement, finance, business administration, public administration, utility &/or transportation code of enforcement, geology, management, law, economics, mathematics or engineering; 3 yrs. exp. in utility or transportation regulatory experience involving combination of following: PUCO operations, programs & policies affecting regulation of utility or transportation companies, state & federal laws, regulations & procedures governing utility or transportation company operations, competitive programs & alternative regulations, rate &/or tariff structure, financing & securities or economics applied to utility or transportation companies, utility or transportation regulatory processing & case hearing proceedings, cost recovery & cost adjustment methods & procedures, enforcement of customer service standards, statistical, mathematical or analytical methods used in formulating & solving problems or in decision making, developing & conducting research studies, customer preference surveys &/or investigations of enforcement, scientific, technical or legal nature involving issues of utility or transportation regulation or alternative regulation or competitive markets.
