GENERAL PURPOSE
Perform a variety of professional administrative and technical services to the Board of County Commissioners; Perform marketing duties as needed to plan, organize, and integrate the implementation of the Beaver County Commission’s economic development mission and the efficient and economic operation of the Commission Office, Tourism, and Economic Development functions. Assist and coordinate with other departments on relevant issues and events. Coordinate with County Commissioners and various boards and councils on various economic and tourism issues. Provide support to non-elected departments and other boards as assigned by the Board of Commissioners

Provides general supervision to Economic Development, Tourism, and Commission support staff.
ESSENTIAL FUNCTIONS
Provide comprehensive administrative and technical services to the Board of County Commissioners; perform research on issues and political developments; advise and apprise governing body as needed; develop and pursue funding opportunities through grants and other resource avenues.
Establish and maintain working relationships with existing businesses, developers, entrepreneurs, contractors and tourists; recruit potential partners and communicate the county’s vision to establish a healthy tourism and economic environment; respond to inquiries, resolve concerns and work through problems with the goal of creating opportunities to expand the economic base of Beaver County; This may include writing press releases, special reports, and other documents.
Provide training, mentoring, and other supportive services to local businesses; Collaborate closely with State, regional and local government agencies (Beaver City, Milford City, Minersville Town); Coordinate with Commissioners, councils, and boards.
Provide information and interact with State, regional, and private organizations to pool resources that will strengthen the local economy; Prepare agenda items for boards councils and committees as needed;
Coordinates meetings with commissioners, councils, boards, and officials as needed; Attends various board and public meetings as needed to communicate information such as economic impact. Attend trainings and conferences as required.
Administer grants including preparing, writing, reporting and compliance monitoring; Coordinates contracts, prepare budgets and coordinate development of marketing and advertising programs; Coordinate with the State Office of Economic Development, Outdoor Recreation and Tourism. Coordinate efforts related to Economic Development and Tourism from both regional and/or statewide levels.
Provide support to the Beaver County Recreation Coordinator to maximize all county venues, coordinating with other departments and staff as necessary.
Manage the preparation and administration of the County Commission budget; submits budgets and capital improvement programs to the Commission; oversees fiscal activity to assure compliance with established budgets.
Prepare an annual program budget and implement a control system to generate monthly, quarterly, and annual financial and activity reports that include provision for periodic department/program evaluation.
Attend various county, board and commission meetings; may advise county boards under the direction of the County Commissions.
Advocate for and work with individual tourism businesses and tourism providers to develop and implement effective marketing strategies promoting tourism development within Beaver County.
Support and oversee marketing and promotion activities for Economic Development and Tourism initiatives, including web and social media based efforts; review and authorize marketing materials, approve related expenses and process invoices.
Oversee the Transient Room Tax collection process, validate reports for accuracy and completeness, and timely reporting and corrections of discrepancies.
Perform other duties as needed or assigned.
AT WILL EMPLOYMENT
This person serves at will of the governing body. The employment relationship can be terminated at any time, with or without cause.
Requirements
EDUCATION AND EXPERIENCE
Graduation from college with a bachelor’s degree in planning, communications, marketing, economics, business administration or related field; AND
Two (2) years of management related experience; OR
An equivalent combination of education and experience.
Knowledge, Skills, and Abilities:
Thorough knowledge of project management and grant application process. Knowledge of principles and practices of public administration, including budgeting, purchasing, and maintenance of public records; principles of supervision and workflow management.
Knowledge of marketing and promotion, including advertising, design, layout, copy writing, placement, contracting, interpretation, social media and public relations. Knowledge and skill in various computer applications including word processing, database management, design, web design, spreadsheets and other accounting software.
Knowledge and skill in facilities management, maintenance and construction. Knowledge of small culinary water systems, environmental and natural resource management and recreation planning.
Ability to understand, interpret, and explain relevant state and federal regulations; ability to process information from multiple sources; recognize possible negative or positive economic impact of pending legislation; exercise sound judgements within general policy guidelines; prepare concise and comprehensive reports and studies; communicate effectively verbally and in writing; read and interpret plans and specifications; prepare media releases; preform advanced mathematical calculations; develop and maintain effective working relationships with elected officials, federal agencies, state agencies, local governments, subordinates, and the public.
Special Qualifications:
Must have a valid Utah Drivers License in accordance with Beaver County personnel policy
Physical Demands:
Typically sit at a desk or table; occasionally works outside in varying degrees of weather; occasionally walk, stand, and stoop; occasionally lift, carry, push or pull or otherwise move objects weighing up to 50 pounds; regularly drive a motor vehicle; use tools or equipment requiring a high degree of dexterity; work for sustained periods of time maintaining concentrated attention to detail.

Work Environment:
Work is performed in an office, or other environmentally controlled room. Work may be performed in a very noisy place. Some work takes place away from the office in varying conditions.
