The St. Louis County Information Technology department is seeking an experienced, motivated, and focused individual to join our Telecom support team. This role involves assessing telecommunication needs, recommending system designs, and providing ongoing technical support to ensure optimal performance of telecommunications systems. The Senior Telecom Analyst role ensures the integrity and operation of the enterprise telecommunications infrastructure is maintained and fully functional. The responsibility for developing complex telecommunications solutions distinguishes this job class from IT22-Telecommunications Analyst.
The typical starting salary is $85,000 - $95,000 annually depending upon the candidate's qualifications as well as budgetary considerations. Examples of Duties
Provide consultant services for enterprise telecommunications by analyzing business requirements, sourcing vendor solutions and formulating implementation plans
Document technical configurations and issue resolutions
Implement technical and operational work orders, upgrades and new system implementation that require vendor/carrier coordination
Perform emergency technical and operational work by evaluation requests, identifying and resolving problems or coordination solution with vendor/carrier
Assess network and circuit requirements and process appropriate orders
Keep abreast of the latest advancements in telecommunications technology and best practices
Identify and implement cost-saving measures and network improvements
Diagnose and resolve technical issues related to voice ensuring minimal downtime
Maintain the ticketing queue to keep Service Level Agreements within acceptable levels
Install and test telecommunication components
Work with various departments (customer support, sales, etc.) to understand their telecommunications needs and provide technical support
Evaluate existing telecommunications systems, identify bottlenecks, and recommend improvements to enhance performance, reliability, and scalability
Coordinate moves, adds, and changes of telecommunication equipment
Perform other duties as required or assigned
Minimum Qualifications
Equivalent to a degree in telecommunications or related field and eight years of related experience.

SELECTION AND APPOINTMENT: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available.
The selection committee will admit to the interview only those persons who possess the most job-related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire.
The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.
All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.
