Blu Omega is seeking a Program Manager to lead innovative business improvement projects, providing project management support, and ensuring successful outcomes for the organization. In this role, you will be responsible for managing a wide range of activities, ensuring alignment with strategic goals, and optimizing project delivery. You will work closely with senior leadership, program managers, and customer organizations, while developing tools, frameworks, and processes that drive innovation and enhance program success.

This person must be open to going onsite 5 days a week and hold an active DoD Secret clearance.

Responsibilities:

Provide comprehensive project management services for innovative business improvement projects, ensuring that all personnel involved have the necessary qualifications and training to perform their tasks effectively.

Create communication products for senior leadership and workforce reporting, ensuring clear, concise, and timely information is shared at all levels.

Communicate with Program Managers and Points of Contact (POCs) from customer organizations to ensure alignment and transparency in project goals and progress.

Develop materials for program management coaching to help innovation project owners succeed. This includes reviewing, shaping, aligning, facilitating, providing pitch coaching, and incubating bottom-up innovation projects through various mediums such as innovation campaigns, open calls, and leadership-directed tasking.

Conduct research activities to draw connections between the latest regulations/policies and acquisition management gaps, formulating justifications for potential pilots or prototypes based on the findings.

Build, test, and maintain various project management tools and templates on a routine basis. Support the decommissioning or updating of outdated tools or templates to ensure efficient operations.

Identify redundancies and streamline project delivery by analyzing project overlaps, recommending the consolidation or elimination of redundant efforts, and optimizing resource allocation.

Define and refine key success metrics by developing and implementing measurement frameworks to track project impact, status, and milestones. Ensure alignment with strategic goals and monitor progress against defined objectives.

Establish and continuously assess performance metrics by setting up data collection and analysis processes, generating reports, and using insights to guide decision-making and improve innovation processes. Qualifications:

Must have an active Secret Clearance to be considered

Bachelor's degree in Business Administration or 5 years of related experience

Experience in leading or supporting business process improvement, innovation, program management, modernization, and transformation projects

Familiarity and experience with agile methodologies and data-driven insights to lead teams, execute innovation initiatives, deliver business solutions, and drive workforce culture change

Strong proficiency in program management tools Nice to Haves:

Experience with project management frameworks and methodologies, innovation and design thinking frameworks

Knowledge of change management methodologies, strategic communication plans, workshop facilitation, and skills coaching

Proven ability to lead and manage innovation projects and engage with various stakeholders across an organization

Strong analytical skills with experience in analyzing data and providing strategic recommendations

Work closely with cross-functional teams to integrate innovative solutions, identify and mitigate risks to ensure compliance with regulatory requirements and organizational policies

Strong problem-solving skills and the ability to think strategically

Understanding of leading commercial practices for innovation management

Familiarity with business improvement processes and strategic impact initiatives

Ability to manage multiple projects simultaneously and prioritize tasks effectively Certifications:

PMP Certification or Certified Scrum Master (CSM)

Master's Degree in Business Administration or at least 8 years of relevan Salary Range: $120K - $140K

Our final salary offer will be based on several factors, including depth of technical skills, work experience, education, certifications, and clearance
