Under the leadership of the Board of Directors and Executive Staff, the Tollway is committed to achieving the following goals: increase collaboration with regional transportation and planning agencies, promote the regional economy, maintain financial integrity, foster environmental responsibility and sustainability, maintain the safety and efficiency of the Tollway system, further transparency and accountability, enhance customer service, and maintain public trust.
In support of this vision, the Controller directs, administers, and coordinates the activities of the assigned divisions of Finance (Payroll, Accounts Payable, General Accounting, Fiscal Operations) in support of established policies, goals, and objectives in pursuit of optimum efficiency and economy of operations. Employs approved procedures to fulfill requirements of the Tollway's Trust Indenture, Illinois State Statutes, internal Tollway policies, and the State Comptroller's State Accounting Management System. With assigned staff, prepares the Tollway's annual financial statements and Annual Comprehensive Financial Report, coordinates with other Finance staff in the preparation of other quarterly financial reports. Prepares other financial reports as required and/or requested by other stakeholders.
Essential Job Functions
Reports directly to the Chief Financial Officer overseeing daily accounting operations, including general ledger, accounts payable/receivable, payroll, and financial reporting. Ensures efficient department workflow, proper internal controls, and compliance with accounting procedures. Ensures timely monthly close of accounting records.
Maintains treasury relationships collaborating with the Illinois State Treasurer, external banking sources and the Tollway's Investment Committee regarding the Tollway's treasury operations and investment activities.
Prepare timely and accurate financial reports, including Annual Comprehensive Financial Report (ACFR) and annual statements based on Generally Accepted Accounting Principles. Coordinates the preparation and issuance of annual and quarterly financial reports prepared in accordance with Trust Indenture accounting conventions.
Ensure timely completion and submission of statutorily required reports to oversight bodies (i.e. State Comptroller, legislative etc.)
Coordinate responses to audit requests received from both internal and external auditors and other stakeholders. Prepare related audit schedules and documentation.
Ensures compliance with GAAP and all relevant regulatory requirements. Authorizes investments and disbursements in accordance with state law, Tollway policies, and the provisions of the Trust Indenture. Collaborates with the Illinois State Treasurer and the State Comptroller to ensure that pertinent statutes and guidelines and provisions of the Tollway's Trust Indenture are integrated into Tollway operations.
Develop, monitor and revise internal control policies and procedures to safeguard public funds. Drive process improvements and works with counterparts to design new processes to respond to new business needs, all with an eye toward maintaining proper internal control and adopting and maintaining acknowledged best practices.
Reviews and recommends procedures and alternative actions to be implemented, when necessary, with the Chief Financial Officer. Qualifications
Education (Required)
Bachelor's degree in accounting or finance. Skills and Experience (Required)
A minimum 8 -10 years of progressively responsible accounting, financial reporting experience, including 4 years in a managerial role
Management of large teams of both professional (accounting) and clerical staffs.
Strong knowledge of GAAP, financial regulations and compliance standards.
Excellent analytical, organizational and communication skills
Proven ability to clearly communicate complex financial concepts to senior level, and non-financial stakeholders. (e.g. Board of Directors, department heads, and state agencies).
Proven expertise in the implementation of financial policies and procedures.
High level of integrity with a results-driven mindset.
Strong proficiency in financial software (e.g. SAP) and Microsoft Office Skills and Experience (Preferred)
Experience in ERP implementation or system migration experience
Experience in the management of unionized employees.
Certified Public Accountant (CPA) certification or Certified Government Financial Manager (CGFM).
