Job Description Overview The Manager-Program and Compliance plans, organizes, directs, manages, investigates, and assesses contract and grant performance, operational, contractual, and statutory compliance.
Oversight of program budget and revenue in federal and state grant funds, while ensuring contract and grant compliance by the City, contractor, and grantee.

Essential Functions 1 Supervises, manages, oversees, and performs all hiring, training, scheduling, establishing work flow standards, assigning work, evaluating performance, and directing personnel actions to ensure productivity and quality standards are maintained; ensures staff are appropriately trained in compliance regulations, standards, and enforcement.
2 Coordinates, facilitates, and manages annual planning and determines review objectives and designs programs to satisfy these objectives.
3 Manages contract and grant compliance functions to assure proper control and compliance with contractual and grant requirements by the City and the contractor or grantee.
4 Development and maintenance of operational procedures for program 5 Manages, develops, implements, and coordinates budget and resources; researches and analyzes results and makes recommendations on marketing and sales strategies.
6 Interviews, selects, manages, develops, evaluates, counsels, and disciplines personnel according to established policies, procedures, and guidelines.
7 Evaluates complex management controls, determines criteria, analyzes, reviews and validates evidence, identifies issues and makes recommendations to improve compliance.
8 Researches and analyzes updates to Federal and State laws, and other governing directives, policies and procedures pertaining to contracts and grants being reviewed.
9 Participates in special investigations, projects and programs requested by City management.
10 Coordinates and leads conferences and meetings with appropriate parties on contract and grant compliance issues.
11 Performs any and all other work as needed or assigned.
WIC Program and Compliance Manager (applicable for Office of Community Care) 1 Develops, implements, and coordinates budget and resources; researches and analyzes results and makes recommendations on marketing and sales strategies 2 Oversees the generation of reports from City of Dallas financial reporting systems (Trial Balance and Budget vs.
Actual), analyzes WIC expenditures to ensure accuracy, creates invoices (vouchers) for both HHSC and DSHS and oversees the conducting of FSR for each grantor and reports accordingly 3 Conducts any necessary reviews, reconciliations, year-end close outs, etc., ensuring accuracy and timeliness with Capital Controllers Office 4 Conducts monthly meeting with approving managers to review voucher accuracy and submits vouchers to grantors within deadlines 5 Evaluates complex management controls, determines criteria, analyzes, reviews and validates evidence, identifies issues and makes recommendations to improve compliance 6 Researches and analyzes updates to Federal and State laws, and other governing directives, policies and procedures pertaining to contracts and grants being reviewed 7 Participates in special investigations, projects and programs requested by City management 8 Coordinates and leads conferences and meetings with appropriate parties on contract and grant compliance issues and conducts any necessary financial audit preparation for grantors or City of Dallas WIC Program and Compliance Manager - Operational Oversight (applicable for Office of Community Care) 1 OCCE-WIC Operations Manager-Program and Compliance manages, develops, and strategizes all efforts of WIC Operations Management Team 2 OCCE-WIC Operations Manager-Program and Compliance develops specific action steps and agency-wide strategies that foster compliance with Dallas WIC's Core 4 Strategies: Staff Engagement, Client Engagement, Participation, and Quality 3 OCCE-WIC Operations Manager-Program and Compliance strategizes the implementation of Dallas WIC project management of Nutrition Education, Breastfeeding Education and Support, Quality Management, and Training 4 OCCE-WIC Operations Manager-Program and Compliance manages staffing needs including hiring, staff assignments, and professional development 5 OCCE-WIC Operations Manager-Program and Compliance manages all disciplinary actions serving as liaison with City of Dallas Human Resources Department 6 Performs any and all other work as needed or assigned Minimum Qualifications Education Bachelor's Degree in Public Administration, Business Administration or Health related field.
Experience Seven (7) years of experience in program and compliance support, business administration, or other management experience.
Two (2) plus years supervising/managing staff.
* Note: Two years of supervising/staff management experience can be included in the seven years of program and compliance support experience, but managerial and leadership experience must be clearly outlined in job duties in application [included in the work experience section.

Experience with federal or state financial reporting and grant compliance required, and specific experience with WIC financial reporting strongly preferred Experience with City of Dallas budgeting, financial management and administrative processes strongly preferred.

2 Knowledge of Federal, State and local laws, ordinances, policies, procedures and regulations pertaining to government grants and contracts.
3 Knowledge of compliance procedures and techniques for both manual and automated environments.
4 Knowledge and ability of computer accounting and record keeping and reporting systems.
5 Ability to provide administrative and professional leadership and direction to compliance and administrative staff.
6 Ability to work independently and concurrently perform multiple compliance projects.
7 Ability to maintain confidentiality of information, integrity and professionalism.
8 Ability to supervise staff and multiple projects concurrently.

Salary Range $77,264.03 - $96,580.03 The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
