GENERAL PURPOSE:
Performs a variety of complex clerical, secretarial and administrative work in keeping official employee records, providing administrative support to the HR Director, and assisting in the administration and enforcement of the personnel policies and procedures, administrative policies, ordinances and city charter.
SUPERVISION RECEIVED:
Works under the close supervision of the Director – Human Resources.
SUPERVISION EXERCISED:
May Delegate responsibilities to temporary/summer clerical staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Perform clerical and technical work by processing and maintaining all aspects of Incode, human resources and related records; reconciling human resources vendor billing statements; reconciling invoices for City insurance benefits; ensuring compliance with all City and departmental policies relative to human resources and risk management; and communicating policies to City staff.
Perform Human Resource functions by conducting individual benefits enrollment meetings and orientations with new employees; completing employment verifications; processing and tracking workers compensation and FMLA claims; answering employee and applicant questions; and working on various projects as assigned.
Work with outside agencies, vendors and City employees by providing information and solutions as requested.
Perform other duties as assigned.
Completes assigned “analyst” recruiting activities in NEOGOV applicant tracking software and job postings on DPTV.
Updates and maintains HR Intranet for Employees.
Processes Workers Compensation claims and files w/c report forms.
Assists with processing of time entry corrections, HRIS employee information ensures accuracy of HR-assigned payroll deduction amounts.
Maintains all payroll deductions to include benefit deductions, child support orders, garnishments, etc.
Oversees all file management activities for the HR Department.
Completes requests for salary and benefits surveys as requested.
Maintain and uphold confidentiality at all levels.
Handles all procurement of departmental materials, books and supplies.
Composes, types, and edits a variety of correspondence, reports, memoranda, and other material requiring judgment as to content, accuracy, and completeness.
This position is designated as "essential personnel" and may be required to remain available for immediate call-in due to any natural or manmade disaster, or any event the HR Director or City Manager deem necessary.
PERIPHERAL DUTIES:
Periodically may rotate as a backup to the City Hall receptionist for break/lunch relief.
Operates a motor vehicle to run errands.
DESIRED MINIMUM QUALIFICATIONS:
Education and Experience
A strong foundation in a vocational, administrative, or technical nature is required, typically acquired through education beyond high school. An Associate’s degree is required, with a Bachelor’s degree in Human Resources Management, Business Administration, or a related field strongly preferred. A minimum of three to five years of progressively responsible experience in human resources is required. Experience within a public sector or municipal organization is strongly preferred. A solid understanding of employment-related laws and experience handling confidential information is essential.
Necessary Knowledge, Skills, and Abilities
Proficiency in computer operations and electronic data processing systems; solid working knowledge of current office practices and procedures.
Demonstrated ability to use relevant tools, software, and office equipment effectively.
Excellent verbal and written communication skills; ability to interact professionally with the public and navigate high-pressure situations.
A combination of education and experience that clearly demonstrates the ability to perform the essential duties of the position will be considered.
HR certifications such as SHRM-CP, PHR, or similar are preferred, particularly those focused on public or municipal human resources.
