The Children & Family Services (CFS) division of Hennepin County's Human Services and Public Health (HSPH) department is seeking an Analytics and Continuous Quality Improvement (CQI) Strategy Manager to manage the data analytics and continuous quality improvement (CQI) areas of CFS. This includes leading the alignment of data, analytics, and CQI in support of key CFS initiatives. In this position, you will work with CFS leadership to support the development of an analytics work plan and strategy, facilitate the development and monitoring plan of key performance and outcomes measures, facilitate and maintain a CQI infrastructure and plan, and champion the use of data analytics to build and maintain a data-informed culture.
Location and hours:
This position is remote. Remote workers may be required to come on-site 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours will typically be Monday through Friday, between 7 a.m. – 5 p.m. Based on business needs of this position, hires must live in or relocate to Minnesota.

In this position, you will:
Develop, implement, and manage the overall CQI and quality assurance plan, policies, and procedures for CFS, including oversight of standardized and ad hoc qualitative case review processes and supporting change management processes.
Develop, implement, and manage the overall data analytics plan, policies, and procedures for CFS, including oversight of the department’s performance measurement and monitoring, facilitation of ongoing data reviews with service area leadership, response to internal and external data requests, and supporting application of county-wide data strategies within CFS.
Coordinate with data translators and data analysts in the collection, monitoring, and presentation of data, including monitoring of data governance and quality to ensure consistent standards are being implemented.
Oversee projects that have interdepartmental/department wide impacts, specifically related to CQI and data analytics.
Chair and/or represent the county or department on county-wide, intergovernmental, and department committees and task forces.
Build and nurture collaborative relationships with a variety of customers and partners.
Perform supervisory tasks, including selecting, training, coaching and evaluating staff.
Define and evaluate unit goals and objectives.
Need to have:
One of the following:
Bachelor's degree or higher in business administration, human/social services, public administration, public health or other related field and five or more years of experience in general administrative work related to the management of departmental/organizational operations or of Continuous Quality Improvement (CQI) or Data Analytics operations.
Nine years or more of experience in general administrative work related to the management of departmental/organizational operations or of Continuous Quality Improvement (CQI) or Data Analytics operations.

Working with CQI/quality assurance systems to review/monitor performance and support change management processes.
Working with data analytics to drive strategy towards achieving goals.
In a supervisory or leadership role.
Using quantitative and/or qualitative data to evaluate or continuously improve programs.
In planning and administration of operations and programs, data analytics, or CQI.
Working with large, complex data systems in the public sector.
Facilitating groups and guiding them to create new programs and operational improvements.
Completing or overseeing qualitive case review management processes.
Knowledge of:
Public sector programs, operations, policies, and procedures, particularly those relating to the programs administered by CFS.
Principles and practices of evaluating programs using data.
CQI and/or program evaluation methodologies, and/or change management processes.
Minnesota human services data systems, particularly SSIS.
Rapid-cycle, agile, and/or other iterative approaches to work (ex. Lean, Scrum).
Ability to:
Build and nurture collaborative relationships with a variety of customers/partners.
Lead horizontally within a large, diverse leadership team, aligning data and CQI with operations, programming, and outcomes.
Develop a project work plan, implement the strategies within the project work plan, and monitor and update strategies to accommodate changing priorities.
Work independently and be able to drive the work by explaining, educating, and inspiring people around strategic use of data analytics.
Identify and discuss issues of race, ethnicity, sexual orientation and gender identity, disability status, and other topics impacting our residents.
