Pemex Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the Pemex group which is a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics and marketing. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. The Pemex site is co-located with other 3rd party chemical facilities allowing for further integration and optimization of the refinery and its products.

Job Purpose:
The unit CSS role is a highly collaborative and dynamic position that ensures reliability and proper application of equipment in their assigned area while promoting the safe deployment of new technology and best practices. This enables their assigned production teams to safely and efficiently control operating units using the process control system tools and equipment including field instrumentation, DCS hardware, and Safety Instrumented Systems (SIS's) all in the spirit of maximizing site profitability. As a CSS, you will interface with Control Systems Engineers (CSEs), Control Systems (CS) Maintenance Team Leads (MTLs), CS Maintenance Discipline Coordinators (DCs), CS maintenance planners, CS instrument crafts as well as Production Specialists, Project Engineers/Inspectors and vendor/manufacturer’s representatives all in an effort to enable the 24X7 operation of the site. Success in this role is maintaining excellent process safety performance, reducing control and instrument reliability incidents, enforcing engineering standards, improving standardization of equipment and configuration while planning for and reducing obsolescence, and responding to, anticipating, and meeting Operation’s needs. As a unit CSS you will be improving and delivering on your asset’s annual availability targets (instrumentation), helping your production teams manage maintenance efficiency and delivery.
Dimensions:
The CSS is a staff individual contributor role, without direct reports, but with many interfaces within PEMEX Deer Park and outside with vendors and other partners. Interpersonal skills, negotiating skills, networking ability and the ability to manage multiple interfaces with varying needs and priorities are critical factors for this position.
Accountabilities & Responsibilities:
General expectations:
o Provide instrumentation support to Operations for planned outages (e.g., Turnarounds) and unplanned outages (Abnormal Situation Management, ASM). Active participant in unit start up and shut down activities.
Perform Long Term Proactive Monitoring (LTPM) activities especially via Emerson’s AMS application to catch instrument failures before they happen.
o Perform causal investigations on instrumentation failures.
o Ensure I&PC documentation is kept updated, especially as modified by run and maintain Management of Change (MOCs).
o Work with CSEs to ensure that Bad Actors / Manage Threats and Opportunities (MTO) priorities are being addressed or entered onto the I&PC Obsolescence Planning strategy. o Responsible for DCS and SIS hardware troubleshooting and repairs.
o Be an ambassador for the Integrity of our Operational Technology (OT) domain and have an awareness of the threats to the OT domain.
o Respond to off-hour callouts.
• Maintenance Execution (ME) and Reliability Centered Maintenance (RCM) support:
o Support maintenance via appropriate escalation process with repair activities, as needed. o Contribute to the RCM Program by creating and updating Preventive Maintenance (PM) plans for instrumentation.
• SIS:
o Owner of SIS audit procedures (i.e., write, review red lines, submit documentation updates) as well as completed SIS tests (review and document). Support technicians if there are issues on executing a test procedure.
o Evaluate failure of SIS components and systems. Perform 5CRQ investigation on repeat failure components.
o Work with other members of the I&PC department (e.g., Area CSE, Control Systems Instrumentation Specialist, Control Systems Strategy Engineer, SIS Focal Point, etc.) to investigate trips and make recommendations for changes to the Basic Process Control System (BPCS) and/or SIS to prevent reoccurrence of failures.
Perform assurance activities for installed SIS’s:
Review completed SIS test results for quality, completion, and issues. Enter test results data into SIS database. Review red lines for completed SIS tests and update.
Perform lookaheads for SIS testing to ensure tests are completed on time.
• Instrumentation:
o Specify new equipment and replacements of obsolete equipment.
o Coordinate single-discipline MOCs. Complete MOC evaluation and Pre-Startup Safety Review (PSSR) items for changes in assigned area. Conduct PSSRs.
o Assist with the development of Turnaround (TA) work scope and maintain instrument TA work list as items are identified. Work with TA organization for job package development, verification, and challenge. Enter turnaround work scope in IMS. Execute the assurance responsibilities during TAs.
o Review instrumentation system revisions through MOCs for compliance with site standards and strategies.
o Review completed Capital Projects with Project CSEs to ensure all required deliverables are provided and complete.
o Provide technical support for instrument related hardware (DCS, PLC, transmitters, valves, tank gauge systems, etc.).
Key Challenges:
• Prioritizing demands from multiple stakeholders while engaging and communicating with them on progress and priorities.
• Supporting production units can be demanding, particularly during ASMs; hence, keeping a positive attitude while balancing work and family life is important.
• Building relationships with other disciplines, maintenance, production, and suppliers.
• Serving as role model/mentor for maintenance personnel (e.g., Discipline Coordinators, Planners, Craft, etc.) by demonstrating technical and safety leadership, ownership, and positive behaviors.
Job Knowledge, Skills and Experience:
• Must have legal authorization to work in the US on a fulltime basis for anyone other than current employer.
• 5+ years (10+ years strongly preferred) of instrumentation experience, ideally at large refining and/or petrochemical facilities.
• Previous job role as an Instrument Craft, Discipline Coordinator, Foreman, Planner, or Inspector.
• Detailed knowledge of engineering documentation (P&IDs, loop wiring diagrams) and troubleshooting methodology.
• Basic computer skills required: email, word processing, spreadsheets, database, graphics, etc.
• Demonstrated analytical and decision-making skills.
