As a Senior Proposal Manager, you will lead and oversee the development of high-quality, compliant, and compelling proposals for complex federal contracts. This role requires a strategic leader with deep expertise in federal procurement, the ability to drive the proposal process from capture through submission, and the skills to manage and mentor proposal teams. You will work cross-functionally with technical, finance, contracts, and executive leadership to align proposals with corporate growth objectives. The ideal candidate thrives in fast-paced environments, demonstrates exceptional communication and organizational skills, and brings a solutions-oriented mindset to managing multiple high-priority proposals under tight deadlines.

Duties and responsibilities include:

Lead the full lifecycle of federal proposals, ensuring compliance with solicitation requirements, corporate strategies, and industry best practices.

Develop and implement proposal strategies, schedules, compliance matrices, and response outlines to drive effective execution.

Analyze RFPs, RFIs, and other government solicitations, identifying key requirements, risks, and win themes.

Facilitate proposal kickoffs, color team reviews, and debriefs, ensuring continuous improvement in proposal quality and efficiency.

Collaborate closely with business development, capture, pricing, contracts, and technical teams to ensure a fully integrated and compelling proposal response.

Manage proposal teams, providing leadership, coaching, and process improvements to optimize team performance and results.

Drive proposal content development, ensuring clarity, compliance, and persuasive messaging aligned with evaluation criteria.

Maintain and enhance proposal tools, templates, and knowledge repositories to improve efficiency and consistency.

Support capture and pre-proposal efforts, contributing to competitive positioning, teaming strategies, and solutioning.

Ensure adherence to federal procurement regulations (FAR, DFARS, and agency-specific requirements) while balancing compliance with innovation in approach.

Required Qualifications:

Minimum of 7 years of experience developing and managing federal proposals.

At least 3 years of experience leading proposals valued at $50M+.

Expert knowledge of the federal acquisition lifecycle, including proposal compliance, evaluation criteria, and competitive analysis.

Demonstrated success leading and managing high-scoring proposals for federal agencies.

Proven ability to work across functional teams, influence stakeholders, and drive proposal best practices.

Exceptional written and verbal communication skills, with meticulous attention to detail.

Ability to work in fast-paced, deadline-driven environments while managing multiple priorities.

Strong leadership, facilitation, and team-building skills, with experience working with geographically dispersed teams.

Desired Qualifications:

APMP certification (Foundation, Practitioner, or Professional).

Experience leveraging AI-driven proposal development and automation tools.

Education Requirement: Bachelor's degree in Business, Communications, English, or a related field.

Clearance Requirement: Ability to obtain and maintain a Public Trust.

The salary range for this position depends upon multiple factors including location, the individual's knowledge, skills, competencies, and experience, and contract-specific budget constraints and organizational requirements.
