Salary:
The candidate will be responsible for assisting with the financial management, budget and technical support services to support various programs. The candidate will provide technical expertise to ensure that the client has financial management advice for program objective memorandum and budget submissions. This also includes financial support for special missions, technical strategy and vision in support of the Department of Defense (DoD).
Responsibilities:
Provides substantive support to the organizations Planning, Programming, Budgeting, and Execution organizational business processes.
Provides advice, alternatives, analysis, and technical input with regards to supporting budget formulation.
Responsible for supporting the programs by identifying, producing, and submitting program and budget requirements for various portfolios, including O&M and Procurement, RDT&E investment funds for CIV pay and all other non-CIV pay procurements (hardware, software, and services).
Assist with the POM data collection and development of the complete MFR package, to include mission requirement descriptions and impact analyses, funding baseline and zero-sum transactions, unfunded requirements, and MFR scorings.
Draft Program Objective Memorandum issues on behalf of Government Leadership for review/approval.
Helps with constructing prices for services that can be fully supported and defended through the budget cycle.
Define and document how prices are built on rates that fully recover/account for all costs.
Review documents and analyze the value of stabilized rates and the relationship between the customer budgets, readiness, actual cost, and cost recovery. Analyze financial data related to operations, business performance, opportunities, and investments. Perform duties such as drafting and refining Issue
Papers, building spend plans, working with the technical staff to define budget needs, developing, and implementing organizational processes, and coordinating the actions with other staff members.
Draft correspondence on behalf of the Government Leadership for review/approval
Qualifications:
Advanced degree in a discipline relevant to the position; or bachelors degree plus at least 5 years relevant professional experience.
Familiarity with the Office of the Secretary of Defense (OSD) Guidance, Department of Defense (DoD) Financial Management Regulation (FMR) and Office of Management and Budget (OMB) Circular No. A-11
Familiarity of current DoD budgetary principles and their associated operational impact
Familiarity with Program Objective Memorandum (POM) submission process with DoD organizations and or Military services
Experience working with budget databases to include SNAP-IT
Experience writing and or researching within DoD Appropriations and budget documents
Experience with the execution DWCF and Appropriated funding
Excellent written communication skills
Expert level user of Microsoft Office Software and SharePoint
Experience writing official public releases, strategy documents and or DoD communications experience is highly desired
Experience with IT or cyberspace activities programing with the military services and/or DISA highly desired
Expert level user of Microsoft Office Software and SharePoint
Clearance Requirements:
Top Secret/ SCI eligible
