What You’ll Do:

You just have to have a willingness to learn and a desire to devote your skills to a greater purpose. This position is responsible for:

Develops, monitors, and implements capital and operating budgets for the agency, including division-level allocations and financial planning.

Conducts financial analysis using tools such as Excel (pivot tables, VLOOKUP) and state financial systems (e.g., OAKS, BI)

Prepares monthly and annual financial reports; analyzes disbursements and revenues from GRF, federal and fee-based funding sources

Projects and monitors cash flow for multiple, complex agency accounts to meet current and future financial obligations

Researches payroll, maintenance, and other expenditure impacts on budget projections

Drafts and completes budget appropriation requests and program narratives for both operating and capital budgets

Implements and monitors budget plans, allotments, and adjustments by budget period and expense category

Analyzes and explains variances in spending and revenue; recommends actions to address budget shortfalls or prevent deficits

Prepares and processes payroll position coding, journal entries, and projections; maintains and updates payroll systems

Responds to internal and external fiscal inquiries, including from agency staff, auditors, and legislative offices

Reviews and maintains fiscal coding structures, including chart of accounts for grants and line items

Prepares documentation for Controlling Board and ensures accuracy of fiscal records

Trains agency staff on fiscal procedures and recommends process improvements for greater efficiency and compliance

This position shall be filled in accordance with the provisions of the OCSEA Collective Bargaining Agreement. ODA bargaining unit members have selection rights before non-bargaining unit members. All other applications will only be considered if an internal bargaining unit applicant is not selected for this position.

Maternity Benefits

Expanded maternity health care benefits available to state employees enrolled in the Ohio Med PPO and Ohio Med NN (narrow network) medical plan options. Several prenatal, childbirth, and post-childbirth services are provided at no out-of-pocket cost to employees utilizing network providers.

Examples of services now covered by network providers at 100% include:

Prenatal care, including physician visits and examinations.

Home health care services designated as maternity care (for expectant members on bed rest).

Inpatient claims for all types of delivery.

Inpatient NICU claims, from birth through discharge.

Postpartum care, including office visits for follow-up, and procedures/treatments directly related to maternity.

Medications prescribed for both antepartum and postpartum conditions (e.g., morning sickness, postpartum depression). Medical services provided by non-network providers will be processed at the applicable coinsurance, deductible, and out-of-pocket limits.

Prescription drugs that are directly related to maternity care are covered with no copay. The State of Ohio has collaborated with the prescription drug third-party administrator (OptumRx) to provide a list of covered medications that can be approved for zero copay via prior authorization from providers.

Minimum Qualifications

- 4 yrs. experience in budgeting that included fiscal management & control involving use of quantitative/statistical analysis (e.g., probability statistics, linear regression, multiple variable regression, computer assisted regression analysis models, trend analysis, forecasting cost benefit analysis).

OR

- Completion of undergraduate core program in accounting, public finance, public administration or business administration; 24 mos. exp. in fiscal management & control involving use of quantitative/statistical analysis (e.g., probability statistics, linear regression, multiple variable regression, computer assisted regression analysis models, trend analysis, forecasting cost benefit analysis).

OR

- Completion of graduate core program in accounting, public finance, public administration or business administration; 12 mos. exp. in fiscal management & control involving use of quantitative/statistical analysis (e.g., probability statistics, linear regression, multiple variable regression, computer regression analysis models, trend analysis, forecasting cost benefit analysis).

OR

- 12 mos. exp. as Budget Analyst, 63261.

Equivalent training or experience which meets the Minimum Qualifications for Employment noted above will be considered.
