Administers and manages all refunds payable. Designs, implements, and maintains a system to track pending and paid refunds. Performs complex underground storage tank (UST) owner account audits and reconciliations; uses knowledge of Ohio Revised Code and Ohio Administrative Code to determine exemption and rights to refunds. Initiates refunds for erroneously paid fees; offsets outstanding fees from pending refunds; reapplies payments for account adjustments; and may assess outstanding fees. Maintains fee statement, refund, and compliance databases. Issues correspondence to owners and operators to obtain information relating to potential refunds. Initiates write-offs of uncollectible fees and account closures with no further action and forwards to supervisor for review and Executive Director final approval. Responsible for closing dormant accounts. Refers un-assessed fees to Accounts Coordinator for assessment; refers delinquent fees to Collections Specialist for collection; and notifies Accounts Coordinator of issues related to ownership transfers. May prepare and answer complex correspondence.
Participates In cross-training with all compliance positions to serve as backup, if necessary. May determine and advise UST owners of their required level of compliance with Ohio Revised Code Chapter 3737, rights to Certificates of Coverage and ownership rights. Understands and applies rules of the Bureau of UST Regulations. Responds directly to public inquiries concerning requirements and compliance matters; refers to Bureau of UST Regulations, if necessary. Performs related duties as assigned.

The Petroleum Underground Storage Tank Release Compensation Board manages the Financial Assurance Fund (Fund), a risk pool financing mechanism used to reimburse underground storage tank (UST) owners for the corrective action costs of releases from petroleum USTs.
